Procurement & Contracts Manager
Location: North Shields
Salary: £36-42k DOE
Jackson Hogg Procurement division are delighted to be partnering with a procurement consultancy business based near North Shields on the appointment of a Procurement & Contracts Manager to join their small, close-knit team on a full-time and permanent basis.
This role will be based on site during the probationary period, before then offering a hybrid working pattern of 3 days in office and 2 days from home.
The Role:
1. Define the requirements of Public Sector Partners to enable the design of full tender documentation packs and deliver procurement activity on behalf of partners.
2. Liaise with partners and colleagues in order to deliver procurement activity effectively.
3. Develop detailed knowledge and understanding of public sector procurement regulations to ensure all outputs are fully compliant.
4. Provide procurement support on projects, strategic procurement activities (frameworks, DPS etc.) and call-off procurement activity.
5. Build long-term partnerships with Supply Chain Partners through clear, consistent management of projects during the delivery phase.
6. Provide monthly updates of project invoicing to enable the company to claim income and monitor ongoing financial forecasting.
7. Research improved ways of working in order to achieve further efficiencies across the Membership.
8. Utilise IT software packages to deliver all elements of our procurement offer, particularly the use of e-procurement portals.
9. Undertake market and supply chain analysis.
10. Undertake commercial and qualitative evaluations of various procurement projects.
11. Work effectively as a team member, actively managing all prosper accounts and progress with team members as appropriate.
12. Represent the organisation in a professional and knowledgeable manner to all stakeholders, partners and potential members displaying a full understanding of the business.
13. Attend and, where appropriate, lead meetings with team members and third parties as appropriate, taking minutes when required.
14. Arrange meetings/events as appropriate including organising venues, amenities, agendas, and distribution of paperwork.

Person Specification:
1. Has detailed knowledge and experience of procurement regulation and processes and the understanding to devise and create effective procurement solutions.
2. Understands the Contract Management process and implements a clear strategy to build strong relationships.
3. Excellent planning and organisational ability.
4. Excellent computer skills - particularly Microsoft Office applications: Excel, Word etc.
5. Excellent communication skills both written and oral and the ability to speak articulately and confidently.
6. Ability to analyse information and use data effectively to inform decision making.
7. Ambitious and resilient, welcomes a fast-paced, dynamic and changing environment.
8. An achiever always focused on the key deliverables with a can-do mentality.
9. CIPS qualified would be advantageous but not essential.
