JobSummary:
The ASCPlacement Officer is responsible for the identification andsourcing of the most costeffective service at the to meet theeligible needs of the customer as assessed by the customer s keyworker including community care services funded by theCHC.
The role isresponsible for ensuring that all purchasing activity is contractcompliant and undertaken in line with individual commissioningarrangements.
KeyDuties/Accountabilities:
Identify andarrange support for an individual as assessed by the individual skey worker.
Ensure supportis in place within agreed timelines as set out in the teamprocesses andprocedures.
Ensure thatoptions considered are cost effective and at the making use ofexisting contracts and block arrangements where appropriate and thetools and systems provided in line with team processes andprocedures.
Negotiatetransparent and costeffective fees for support where an existingcontract is not in place ensuring quality ismaintained.
Whereindividualised services outside of existing contracts are requiredand the service response is not highly specialised identify optionsfor operational services managing the appropriate purchasingprocesses with theprovider.
Ensure reportsand information from the CQC and other authorities are used tocheck potential providers and the quality of care theydeliver.
Where supportis arranged individual service contracts / purchase orders areraised recorded accurately on Mosaic and issued in a timelymanner.
Awareness ofsafeguarding issues that LBC or other LAs are investigating wherethis may affect long termarrangements.
Ensure thatconcerns / complaints received are recorded and notified to caremanagement / quality assurance colleagues in line with the team spolicies andprocedures.
Escalatingissues and risks relating to contracts and placements to the teammanager
EssentialExperienceRequired:
IT literate andable to work with different systems and databases including goodexcel skills.
Goodcommunication and negotiation skills working with differentstakeholders.
Knowledge ofAdult Social Care and relevant businessprocesses.
Knowledge ofrelevant social care legislation andregulation.
Knowledge ofrelevant statutory / regulatory bodies such as theCQC.
Knowledge ofthe range of options available for supporting individuals such asCare Homes Extra Care Homecareetc.
Understandingof contract compliance and of individual commissioningresponsibility.
Experience ofworking in a social caresetting.
Experience ofnegotiating with providers in an social care setting Ability tocalculate and negotiate a fair price for support within theboundaries of council policy Ability to exercise judgement andexpertise in negotiating variations to individual contracts andfees
Additionalinformation tonote:
This role issubject to an Enhanced DBS & barred list check (Child&adult).
Working fromhome is currently allowed after induction but the requirement is 2days a week in office.
