The Delegated Commissioning Operations Lead role will oversee the operational delivery of the Delegated Commissioning Team functions which include effective contract management of Primary Medical Services, Pharmacy, Ophthalmic, Dentistry and Specialised Commissioning, Primary Care Networks (PCN) and participate in projects across the Herefordshire and Worcestershire Integrated Care System. It is vital that the post holder has extensive knowledge of all aspects of these functions.
Main duties of the job
The Delegated Commissioning Operations Lead is an influential and senior operational management role across the delegated commissioning function within the Integrated Care System (ICS).
The post holder will have direct day to day management of the Delegated Commissioning team and will support the Director of Delegated Commissioning and the Head of Delegated Commissioning in maintaining relationships with all primary care providers. The post holder will report to the Head of Delegated Commissioning.

Detailed job description and main responsibilities
· Supporting the day-to-day management of the team, ensuring that all team members operate within the required functions of the delegation agreement for Primary Medical Services, Pharmacy, Ophthalmic, Dental and Specialised Commissioned services.
· Provide leadership support to the delegation of vaccination and immunisation services to ICBs programme.
· Play an integral role in working in partnership with stakeholders to reduce variation in general practice performance across the nationally commissioned Directed Enhanced Services and ensure primary care providers comply with regulatory and statutory requirements to mitigate risks and deliver value for money, ensuring that the services that are commissioned demonstrate efficiency, productivity, sustainability and value for money.
· Interpret and provide advice on the premises cost directions.
· Oversee the preparation of papers for the Delegated Commissiong Sub-Committee, the Strategic Commissioning Committee, and any other associated groups, and work with the Director and Head of Delegated Commissiong to ensure the meetings run in a smooth and efficient manner.
· Present highly complex information about projects, initiatives and services to a wide range of stakeholders in a formal setting. For example, at Primary Care Network Meetings, Place based forums.
· Drafting reports summarising status on issues, appraising outcomes, and providing progress reports.
· Work closely with the Place-based Primary Care Network Leadership Forums to ensure delivery of the national contracts including the Primary Care Network DES.
· Responsible for building constructive relationships with primary care providers and wider primary care networks, external stakeholders such as the LMC, LPC, LOC, LDC, University/Medical Schools, NHS England/Improvement, Health Education England, Leadership Academy, Councils, Voluntary Sector, Patients, Local Health and Social Care Providers across the ICS, regionally and nationally.
· Assimilating a range of conflicting, highly complex and contentious viewpoints at times, using strong leadership and influencing skills to gain consensus, set direction and resolve problems, adapting interpersonal skills to deliver difficult messages to large groups in hostile and antagonistic environments at times.
· Management of dispute resolution processes, both at a local level and referrals to the National NHS Litigations service. Work in partnership with lawyers on case management of disputes.
· Oversight of practice resilience, ensuring business continuity arrangements are in place, attending site when appropriate to work with practice staff to mobilise plans.
· Attendance at senior management meetings at ICS level.
· Lead and oversee effective communication method with practices, such as Practice Manager webinar and General Practice Update.
· Line management of the Senior Delegated Commissioning Managers.
Person specification
Qualifications
* • Educated to masters level or equivalent level of experience of working at a senior level. In particular in relation to; The NHS landscape and key stakeholders Health policy Primary Care from an operational perspective Commissioning
Experience
* Significant experience and knowledge of the regulatory and contractual frameworks supporting Primary Medical Services/General Dental Services/General Ophthalmic Services & General Pharmaceutical Services.
* Service redesign, project management and procurement; working closely with primary care providers
* A clear understanding of the challenges facing primary care in the near future and a proven track record of delivery in difficult environments
* Excellent appreciation of the relationship between the ICS, NHS England, Office of West Midlands and individual provider and commissioning organisations
* Demonstrated experience of leading projects in complex and challenging environments
* Significant experience of drafting briefing papers and correspondence at senior level
Communication
* Excellent communication skills for delivering key messages to a range of stakeholders both internal and external, clinical, academic and all levels of staff including at Executive level
* Excellent presentational skills, ability to influence others and build effective working relationships, understanding the sensitivities and complexities of the primary care environment
* Ability to provide and receive, convey and present highly complex, sensitive and/or contentious information to large groups, responding openly to questions to ensure full understanding and engagement
Analytical
* Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery
* Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making
* Numerate and able to understand complex financial issues combined with deep analytical skills
* Experience of setting up and implementing internal processes and procedures. Knowledge of primary care financial systems and financial flows
Planning, Management Skills
* Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly in line with organisational objectives
* Highly developed planning and organisation skills/able to determine own agenda and organise own work
* Experience of managing and motivating a team, reviewing performance
* Ability to translate strategic direction into achievable objectives and plans, experience of developing strategies, with stakeholders
* Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects
Finance
* Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
* Demonstrated capability for financial management, including responsibility for budgets, budget setting and working knowledge of financial processes, especially relating to primary care contracting
* Experience of developing / monitoring budgets / business planning processes
