Our HR Support and Advice Unit plays a critical role in enabling our clinical services to deliver high-quality, person-centred care. The Role We are seeking an experienced Senior Manager to lead our HR Support and Advice Unit that supports generalist HR activities across our 41,000 staff in NHS Greater Glasgow and Clyde. The Unit consists of approximately 40 WTE staff spread across an Enquiry and Admin team who supported 19,000 enquiries during 2023/24, Cluster teams who provide support to managers and employees on people management issues as well as the application of policies and procedures, and an Employee Relations team who provide specialist advice and support in relation to Employment Tribunals, employment law, and case management of particularly complex Employee Relations cases. Reporting to the Depute Director of Human Resources, you will manage a high-performing team through your strategic leadership and operational oversight. You will be responsible for developing the existing reporting against Key Performance Indicators and taking a Continuous Improvement approach, ensuring that you act upon customer feedback while also listening to, and supporting, your team members. Your Responsibilities Leadership and Innovation: Identifying and implementing new ways of working in response to evolving service, technological, and cultural changes. Strategic HR Projects: Designing and delivering HR initiatives to enhance the function’s alignment with future-facing organisational objectives. Data-Driven Insights: Monitoring and evaluating key HR data to ensure service quality, predict trends, and deliver proactive solutions. Cultural Development: Coaching and supporting senior managers to embed a person-centred ethos in line with NHS Scotland Policies. Policy Development: Leading the implementation of national and local HR policies, including NHS Scotland's "Once for Scotland" policies. HR Systems and Technology: Overseeing the optimisation of systems such as ServiceNow and eESS. Expert Advice: Acting as a trusted source of HR expertise, ensuring that policies and guidance are up to date and effectively communicated. You will also collaborate closely with the Director of Human Resources and Organisational Development, contributing to the delivery of our workforce strategy and plans. About You We are looking for a transformational leader with a proven track record of success in HR operational delivery within a complex, multi-stakeholder organisation. Essential Criteria Educated to degree level in a relevant subject or equivalent experience. Membership of the Chartered Institute of Personnel and Development (CIPD). Significant experience in senior HR leadership roles within organisations of similar scale and complexity, ideally within the NHS or public sector. Expertise in HR management, policy development, organisational change, and service improvement. Strong financial and workforce planning skills. Exceptional communication and influencing abilities to inspire and lead teams effectively. You should bring a collaborative, forward-thinking approach and a commitment to delivering best-in-class HR services that enhance workforce performance and engagement.
