The Facilities Lead within CSL will ensure effective facilities management within a highly regulated Railway Undertaking, ensuring compliance with statutory regulations and enhancing operational efficiency. This role will demand dedication, energy, and diligence to manage multiple sites including office locations, a training facility, and guest lounges at strategic locations across Caledonian Sleeper routes. As a critical component of CSL, this role is essential for maintaining the safety, functionality and compliance of CSL managed assets within leased sites. The Facilities Lead will oversee planned and reactive maintenance, manage supplier relationships and ensure that all statutory obligations associated with CSL assets are met, thereby supporting the company's commitment to safety and operational excellence. Reporting directly to the Compliance Lead, the Facilities Lead will oversee all facilities requirements across multiple sites. To apply please send your cv and cover letter to louise.birchserco.com Main accountabilities: Statutory Compliance: Ensure all CSL managed sites and assets comply with health, safety, fire, and environmental regulations from a facilities management perspective. Schedule and arrange completion of any assessment required by statutory legislation e.g. Fire (Scotland) Act 2005, Regulatory Reform (Fire Safety) Order 2005, L8 Legionnaires disease and Equality Act 2010. Ensure inspection of any assets requiring written schemes of examination under specific legislation e.g. LOLER, Pressure Systems, etc. are completed. Forensically analyse all assessment and inspection reports ensuring any non-conformances arising are tracked through to completion and adequate precautions implemented until such time as matter is fully resolved. Ensure appropriate licensing is in place for any assets requiring specific licensing e.g. The Music Licence, TV Licence, etc. within areas of responsibility. Maintain up-to-date knowledge of relevant legislation and industry standards. Conduct regular reviews and inspections to identify compliance risks relating to facilities management. Planned Maintenance Management: Develop and implement a comprehensive planned maintenance schedule for all CSL leased and managed sites. Appropriate management and registering of all CSL assets within CSL leased and managed sites. Coordinate maintenance activities to minimise disruption to operations. Forensically analyse all planned maintenance reports ensuring any actions arising are tracked through to completion. Monitor and report on maintenance performance metrics. Fault Reporting and Resolution: Establish and manage a reporting system for faults and issues within CSL leased and managed sites. Ensure timely resolution of reported issues by maintenance contractors, liaising with relevant teams and stakeholders. Maintain accurate records of faults, repairs, and maintenance activities. Supplier Management: Manage relationships with external suppliers and contractors. Conduct monthly, quarterly or annual supplier relationship meetings as required. Oversee procurement processes, ensuring value for money and compliance with company policies. Evaluate supplier performance and facilitate continuous improvement. Budget Management: Assist in the management of the facilities management budget. Monitor expenditure and implement cost-saving initiatives where possible. Provide oversight of service charge and utility costs for CSL managed and leased sites. Additional Duties: Collaborate with cross-functional teams to support operational needs including weekly scheduled activities across CSL leased and managed sites. Engage with HSSQE department for any safety related matters relating to the management of CSL assets. Promote a health and safety culture in respect of facilities management. Carry out information, instruction, and training sessions at CSL managed and leased sites in relation to testing and inspection of assets, where applicable. Participate in risk management, business continuity and emergency planning and response activities. Prepare reports and presentations for senior management as required. What you’ll need to do the role: Technical Skills: Strong understanding of facilities management principles and practices. Familiarity with statutory regulation in relation to the management of buildings and assets. Proficient in maintenance management software and reporting tools. Professional Skills : Excellent organisational and project management skills. Strong negotiation and communication skills. Initiative-taker with an ability to work collaboratively, influence and drive change. Service orientated, can-do approach; with an ability to drive excellent standards of customer satisfaction. Knowledge: Experience in facilities management. Knowledge of statutory requirements applicable to facilities management e.g. PUWER, EICR, pressure systems, water hygiene, etc. Knowledge of legislative requirements around fire safety and health and safety applicable to facilities management. Understanding of environmental sustainability practices. Qualifications: Degree in Facilities Management, Fire Safety Management, or a related field. Relevant professional certifications (e.g., IWFM, BIFM, HNC/HND, NEBOSH, IOSH) are advantageous. Experience in a heavily regulated environment.
