The Opportunity
In the role of Team Leader Structures, Drainage & Flood Risk Management (Assets & Policy), here’s an example of what you’ll be doing to make an impact:
We're looking for a Structures, Drainage & Flood Risk Management Team Leader to join our Assets and Policy team based at the Council House in Derby. This is a broad role in which you will take a lead in managing the city’s crucial flood defence, drainage, and structural assets. To do this, you'll need experience in highway drainage and/or structures and bridges asset management, with a well-developed working knowledge of the Code of Practice for Well Managed Highway Infrastructure. Prior experience in highway drainage asset management, drainage design, and site inspections would be advantageous. Similarly, experience with bridge asset management, design, evaluation, and inspections will also be highly desirable. You will also oversee the Council’s Lead Local Flood Authority (LLFA) duties and lead the Council’s flood defence funding programs through Grant in Aid and Local Levy streams.
We acknowledge that candidates may not have skills in all these areas; we will look for strong expertise in one or more areas with a willingness to develop others as required.
You will:
* Have the skills and knowledge to lead a team with diverse skills, providing clear direction, instruction, and guidance through effective performance management.
* Recognize strengths, vulnerabilities, and motivations within a team, inspiring skills development and embedding organizational change.
* Have a strong track record in asset management, with an understanding of engineering and construction principles.
* Experience in implementing maintenance and renewal strategies for structures, drainage, bridges, culverts, retaining walls, pumping stations, and highway drains.
* Awareness of specialist software for asset management.
* Attend callouts for emergency incidents involving structure assets.
* Experience or understanding of responding to major flood events.
* Undertake scheme identification/option studies and lifecycle advisory activities related to structures and drainage renewals.
* Perform whole life cost analysis, lifecycle planning, optimization, and prioritization of renewal schemes.
* Have working knowledge of legislation covering flood risk, drainage, and structure asset management.
* Assist in collating information for performance measurement and controls.
* Experience or aptitude for working within a political and public-facing organization.
About You
To be successful, you’ll ideally have...
We seek an experienced, highly motivated individual with strong leadership skills and expertise in structures and drainage asset management, capable of driving priorities, building relationships, and leading our Assets and Policy team.
* A relevant degree (or similar)
* A professional qualification such as Institute of Asset Management Certificate or Incorporated / Chartered status is beneficial but not essential.
* Working towards Professional Qualification, MICE, MCIWEM, MIAM, MIStructE, or similar.
* Knowledge and experience in highway bridge and drainage asset management, including inspection and maintenance activities.
* Awareness of Sewers for Adoption, RWSC, DMRB, and SHW standards.
* Understanding of Asset Management Systems, proficient in MS Excel.
* Current UK driving license.
