About Us
Newcastle is a great City, with a proud history. We never stand still. Our children and families reflect the changing face of our communities, our vibrance and diversity. We know that the last few years has been tough for many and that significant challenges remain. However, we are ambitious. As a city we are committed to making positive change with our children, young people and families doing things bigger and better than we ever have. To deliver these ambitions we need the best people on board.
About The Role
As a Commissioning & Procurement Officer you’ll play a vital role in helping us deliver change across the agenda for babies, children, young people and families – from ensuring babies have the best start in life, to designing integrated services in neighbourhoods, and working with specialist and residential placement providers to ensure high quality provision for our children and young people. Responsible for taking a lead role across our commissioning and procurement activity in Children and Families Directorate, you will:
1. Build relationships with Providers to ensure that we have a keen understanding of markets.
2. Translate learning from needs assessments and residents’ voice into the design of effective service models.
3. Ensure we contract for high quality services that offer best social and financial value.
This is a 2-year fixed term role, providing cover for a secondment. This role will be focussed on commissioning and procurement activity across children’s social care. You will work with colleagues in our Children’s Social Care teams and the Strategy and Commissioning Unit as well as our NHS, VCSE and commercial partners across the system to help the Council deliver on its considerable programme of service transformation.
This role will sit within a team in our CES Strategy and Commissioning Unit and will report to the Programme Lead: Children’s Social Care, Sourcing and Payments. The role will contribute to change and innovation across the council and the City.
About You
We are looking for the very best people to lead innovative commissioning and robust procurement. Getting it right means making a meaningful difference to the lives of babies, children and young people in Newcastle. You will be an excellent communicator with strong influencing and negotiating skills; with a keen interest in understanding how things work and a drive to make things better. Direct experience of commissioning and procurement is desirable, but most important is experience of working in the field of children and family services, a commitment to securing the best outcomes for our children in the city, and experience of working in service improvement, service user engagement and/or quality monitoring.
