The mission of the Virginia Institute of Marine Science (VIMS) and William & Mary’s Batten School of Coastal and Marine Sciences (Batten School) is to seek and broadly communicate knowledge in marine and coastal science to the Commonwealth of Virginia, the nation, and the world through research, education, and advisory service.
The Office of Finance is responsible for managing, forecasting, and analyzing VIMS and the Batten School’s multi-year, multi-funding source operational and capital resources totaling in excess of $200M, of which $60M is managed annually. This includes the establishment and communication of policies and procedures necessary to ensure the proper and efficient use of those resources by providing expert, high impact, team-oriented service that provides appropriate guidance with precision and accuracy in a timely fashion with a courteous and professional attitude.
Position Summary
Reporting to the Senior Financial Officer, the Financial Officer provides advanced-level data analytics, evaluation, and management of relevant academic sections and research centers programmatic priorities within the Institute. This includes an in-depth understanding, utilization, and management of:
* Budgeting processes, revenue sources, and expenditures within an assigned research/academic section(s) and center.
* Revenue sources include general funds, sponsored/external (grants), philanthropic, miscellaneous billings, IDC (Indirect Cost), and fixed price variance.
* Complex work will be performed requiring advanced data collection, analysis, and reporting.
In collaboration with the Office of Sponsored Programs, the financial officer also leads faculty and staff in the assigned section through grant and contract proposal documents (pre-award) in preparation and as well as post-award activities. Working independently, interpretation and implementation of policies and procedures is required of this position as well as excellent and continual communication with key stakeholders.

Required Qualifications
EDUCATION:
Bachelor’s degree in accounting, finance or equivalent combination of education and experience.
COMPETENCIES:
* Demonstrated knowledge of generally accepted accounting principles (GAAP).
* Strong mathematic computation skills with the ability to develop projections of multi-million dollar grants.
* Demonstrated knowledge of federal, state, and sponsor rules and regulations as they relate to all fund sources (E&G, grants/contracts, private foundations, IDC, etc.).
* Proven ability to work independently in a fast-paced environment, resolve issues effectively, and exercise sound judgement when making decisions.
* Strong interpersonal, strong oral and written communication skills with the ability to work effectively with a diverse and varied constituency (e.g. faculty, staff, students, central administrators).
* Strong organizational skills, with the demonstrated ability to successfully manage multiple priorities concurrently with competing deadlines.
EXPERIENCE:
* Several years of progressively responsible financial and budget management (typically 5+ years).
* Experience in accounting, finance, budget, and or grant management.
* Experience using automated financial or accounting systems.
* Intermediate to advanced level proficiency with Excel.
Preferred Qualifications
EDUCATION:
Bachelor’s degree in business or a related field.
COMPETENCIES:
* Knowledge of Commonwealth of Virginia state university policies.
* Demonstrated knowledge of Banner.
EXPERIENCE:
* Experience with pre-award management or private funds is highly preferred.
* Significant and progressively responsible financial and budget management experience in a higher education institution is highly desirable.
* Experience working with Banner or similar ERP (finance module) system is highly desirable.
* Experience working with Cayuse grants management software is highly desirable.

Advertised Pay Range
Up to $78,000
All hiring rates are commensurate with relevant experience up to the advertised amount considering internal alignment.
