Interim Head of Statutory Compliance (FM)
Day Rate: £650 per day
Location: London Borough of Southwark
Contract Duration: 3 months
Purpose of the Job
To ensure that LBS meets its statutory compliance obligations within a defined estate of properties. Develop robust systems and processes to define required assurance, audit current status, maintain compliance records, undertake necessary maintenance and engineering remedial works, and report assurance to senior management.
Principal Accountabilities
1. Analysis: Collaborate with Facilities, Corporate Real Estate, Health and Safety, and outsourced service providers to develop a comprehensive estate list requiring statutory compliance assurance. Define specific compliance obligations for each property and integrate existing practices into a cohesive compliance assurance service.
2. Risk Assessment: Develop a risk-based categorisation of the estate, prioritising high-risk areas. Gain extensive knowledge of the estates operational uses to guide ongoing monitoring and control processes. Engage with LBS staff to identify potential future risks.
3. Project Management: Lead a substantial review of LBSs compliance assurance status. Define project scope, maintain a visible project plan, manage resources, demonstrate progress, and report project and compliance status.
4. CAFM: Work with FM, IT, and Estates staff to deploy a Computer Aided Facilities Management (CAFM) system as the central repository for all FM activities, ensuring it becomes the single source of truth for statutory compliance.
5. Auditing: Organise systematic auditing of compliance topics across the estate, ensuring statutory obligations are met. Plan audit schedules in advance to avoid access issues and ensure availability of staff and contractors.
6. Record Keeping: Develop an organised and accessible library of compliance documents to meet statutory obligations and internal audit requirements.
7. Assessments and Surveys: Organise technical assessments and asset condition surveys. Recommend and onboard suitable contractors and consultants, and review completed assessments to ensure compliance.
8. Remedial Works: Ensure all necessary remedial works are identified, tracked, and completed to resolve non-compliance issues. Work with FM staff to identify and manage contractors.
9. Team Leadership: Lead the project and dedicated staff, champion statutory compliance across LBS, and provide technical guidance and support.
10. Reporting: Develop and provide reports to LBS and FM staff, ensuring statutory obligations are met and providing detailed analysis for executive and governance oversight.
Person Specification
* Knowledge of current legislation and social issues impacting service delivery.
* Knowledge of best practices in procurement, FM market, and contract design.
* Extensive experience managing projects and applying PPM methodologies.
* Experience procuring contracts, working with frameworks, and negotiating with contractors.
* Experience in complex reporting, facilitating, and managing change.
* Ability to manage contractors, partners, and stakeholders, and work independently.
