About the Role: Our client based in Hampshire are currently looking for an experienced Compliance Manager to lead their newly formed Building Services Compliance team within the Housing, Neighbourhoods and Building Services Directorate. This role is critical in ensuring the Council meets its statutory duties across a portfolio of nearly 17,000 HRA residential dwellings and 900 corporate assets.
As Compliance Manager, you will be responsible for compliance across areas including gas servicing, asbestos, water safety, M&E, fire safety, lifts, and building health and safety. You’ll also lead on the procurement and management of strategic servicing and repair contracts, ensuring best value and high service delivery.
Key Responsibilities:
Oversee statutory compliance for housing and corporate assets
Lead and manage compliance teams and budgets (c. £10m per annum)
Manage strategic contracts for gas, lifts, M&E, asbestos, water, and fire safety
Develop and implement compliance-related policies and procedures
Act as Responsible Person/Deputy for water safety compliance
Monitor compliance certification and ensure robust documentation and reporting
Stay up to date with legislation and ensure continuous service improvement
Lead procurement and ensure effective contract management
Provide training and guidance across the directorate and wider council
Work as part of an out-of-hours escalation rota for Building ServicesWhat We’re Looking For:
Degree-qualified in a property-related field and Chartered Member of RICS, CIBSE, CMIOSH, or equivalent (or significant relevant experience in lieu of qualifications)
IOSH or NEBOSH Health & Safety qualification (preferred)
Strong knowledge of relevant legislation and regulations (Gas Safety, Asbestos, H&S Act, Building Regs, Lift Regulations)
Experience managing large-scale compliance frameworks and significant budgets
Track record in managing teams, contract procurement and stakeholder engagement
Experience with NEC4 Term Service Contract suite (desirable)
Excellent communication and IT skills
Full UK Driving Licence and access to a vehicle
