Within Government Skills the Learning Frameworks and Services team is responsible for the learning content and the services provided to access it. Currently learning content is hosted across a variety of platforms including Civil Service Learning, Framework providers and localised learning management systems and the user journey is clunky and not intuitive.
Government Skills Campus (GSC) is the new online platform, through which all of our employees will be able to access learning and skills development opportunities. The platform will bring together for the first time the core learning offer for all government employees, along with resources specific to individual departments and professions.
As well as creating a single ‘front door’ for all pan-government learning, it will enable users to create a profile to capture their skills and track completed learning. This will be used to generate personalised training recommendations based on the skills they would like to develop further. The data generated via the platform will help construct the most accurate picture ever achieved of skills availability across Government - supporting managers to take a more strategic approach to planning and delivering recruitment, development and talent management initiatives.
As the project moves into an implementation stage we have an exciting opportunity for a Business Readiness Manager to join the team leading on the rollout and adoption of the platform to c500,000 Civil Servants.
The Business Readiness/Change Manager will be responsible for providing the full range of business readiness/change capability required to manage a large-scale business transition successfully within the planned timescales and budgets. You will form part of a core project team and will be responsible for the planning and coordinating business change in departments and professions, enabling successful uptake and use of the new service.
The role involves working closely with the business, and project teams to ensure that the business is ready, willing, and able to transition to the new system in order to achieve full adoption across the Civil Service.
* Work closely with the GSC Project Manager, Delivery Manager and Product Manager to develop a roll out plans for the system pilot and implementation that meets with COAB approval conditions.
* Formulate an adoption strategy and planned rollout that ensures all relevant stakeholders are appropriately ready to use the system for the role they need to before the system is implemented.
* Work with the Communications and Engagement Manager and Business Implementation Change lead to formulate a communication strategy and plan for the roll out that ensures all relevant stakeholders know when the system will be implemented.
* Define and agree the business readiness activities and criteria required for departments and professions to be ready to adopt GSC.
* Manage the process of identifying departments/professions that are ready to be on-boarded agreeing a slot within the rollout plans.
* Work with departments/professions to ensure required activities are completed within agreed timelines, escalating issues where necessary to the Project Manager or swapping in different departments/professions where necessary to ensure continued rollout.
* Communicate the requirements of project leads and departments in order to meet business readiness clearly and concisely, escalating where requirements can not be met in the required timelines.
* Track on-boarding within departments/professions that have adopted the system ensuring it is hitting agreed milestones.

* Develop and manage change artefacts required to successfully on-board departments/professions.
