Required Core Skills:
* Proven experience in leading large-scale technology implementation programmes in the UK public sector.
* Strong knowledge of local government processes, challenges, and regulatory requirements.
* Experience managing multi-disciplinary teams across IT, business change, and data.
* Expertise in programme governance, including PRINCE2, MSP, Agile, or similar methodologies.
* Ability to engage and influence senior stakeholders in complex environments.
* Strong commercial acumen, including contract and supplier management.
* Proven experience delivering change management in technology implementation programmes within UK local government or the wider public sector.
* Strong knowledge of change management methodologies (e.g., Prosci, ADKAR, Kotter).
* Expertise in stakeholder engagement, training, and communications.
* Experience in managing resistance to change and embedding new ways of working.
* Excellent communication, facilitation, and influencing skills.
Nice to have skills:
* Experience with ERP, CRM, cloud migration, or digital transformation programmes.
* Understanding of GDS Service Standards and public sector procurement and governance processes.
* Certifications such as MSP, PMP, or Agile Practitioner, Prosci Certified Change Practitioner, APMG Change Management.
Areas of responsibility/Detailed Job Description:
* Develop and implement a change management strategy aligned with programme goals.
* Conduct impact assessments to understand how the new technology affects people, processes, and culture.
* Define and track change success measures and benefits realisation.
Stakeholder Engagement & Communications
* Build relationships with senior leaders, service managers, and frontline staff to drive engagement.
* Develop and execute a communications and engagement plan tailored to different stakeholder groups.
* Facilitate workshops, briefings, and focus groups to ensure buy-in and address concerns.
Training & User Adoption
* Design and oversee the delivery of training programmes to support staff in adopting new systems and processes.
* Develop learning materials, guides, and e-learning content as required.
* Monitor and address user adoption challenges, providing ongoing support.
Governance & Reporting
* Ensure alignment with public sector governance frameworks and best practices in change management.
* Report on change readiness, risks, and adoption metrics to programme leadership and stakeholders.
* Implement mechanisms for feedback and continuous improvement.
