We are seeking an organised, self-starting Offshore Wind Policy Officer to join our Offshore Policy team to support our work shaping and influencing offshore wind policy to overcome the barriers to deployment. This post would suit a recent graduate or individual seeking to transition into a sustainability career.
Scottish Renewables works closely with the Scottish Offshore Wind Energy Council (SOWEC) and leads the Barriers to Deployment (B2D) group and associated workstreams. We have developed a detailed roadmap and associated actions to unlock offshore wind deployment in Scotland, which has now been adopted by the B2D group.
The Offshore Wind Project Officer will work with the offshore team on the significant offshore wind activities being undertaken, new actions being identified, and the coordination required for the maintenance of the roadmap to ensure it is effective and sustainable over time. This is a critical and exciting juncture for offshore wind deployment in Scotland and is an opportunity for you to be part of Scottish Renewables as its coordination with key stakeholders, including the government, is increasing.
The post holder will report to Scottish Renewables’ Head of Offshore Wind and work closely with the New Technologies Policy Manager, Director of Offshore and wider policy team as necessary.
We anticipate this role being full-time, but part-time and flexible arrangements would potentially be considered for the right candidate.
Responsibilities
Policy development and advocacy
* Assist Scottish Renewables’ work on offshore wind and the barriers to deployment. This includes:
* Building an understanding of the current position of the sector.
* Identifying where the sector needs to be in the longer term.
* Working with members to plan actionable work programmes to bring this about.
* Support the Head of Offshore Wind in developing in-house expertise on offshore wind policy in Scotland and the UK, plus the wider European and global context in which it sits.
* Assist in monitoring and influencing relevant legislative, regulatory and policy measures to create the optimum environment for the growth and development of the renewables industry in Scotland.
* Support the development of Scottish Renewables’ policy and positions on offshore wind and new technologies.
* Assist the offshore team in advising and advocating policy positions to relevant authorities (including government departments, agencies and regulators) and support key partners in delivering Scottish Renewables’ policy objectives.
* Assist in providing analysis and advising on the course of action in response to developments in offshore wind and new technologies.
* Work closely with our Public Affairs and Communications Team to assist with drafting, developing and disseminating compelling messages, briefings and other communications for key audiences.
* Assist the Head of Offshore Wind in developing and managing relevant project work, including commissioning consultancy work where required.
* Ensure any SR offshore website and Teams board updates, data, statistics or uploads are managed and communicated proactively and promptly.
Member engagement, communication and relationship management
* Assist the offshore team in communicating and consulting with Scottish Renewables’ members to develop policy, coordinate responses to consultations, provide industry and policy information and disseminate policy positions.
* Support the offshore team to manage Scottish Renewables’ relevant member forums and associated advisory groups to inform and guide the organisation’s policy work.
Stakeholder liaison and communication
* Support the offshore team in building, maintaining, and managing relationships and coordinating our work with members, the wider industry, key partners and stakeholders.
* Promote Scottish Renewables and its policy positions through attendance and participation at conferences and other external events.
* Represent Scottish Renewables in meetings with stakeholder groups, drafting agendas, taking notes and minute-taking as required.
* Update the barriers to deployment excel roadmap and monthly key priorities slide deck on a 6-weekly cycle, engaging with and updating members and stakeholders.
* Organise and administer the barriers to deployment enabling (B2D-E) and barriers to deployment coexistence (B2D-C) regular cycle of meetings and any ad-hoc meetings as required.
* Coordinate SR Monthly Briefing and Out and About newsletter inputs from the offshore team.
* Organise and administer offshore team meetings, external workshops, task & finish groups, working groups and Policy Update Webinars focused on delivering commitments.
Business development, events and member services
* Assist the offshore team in developing content and speaker management for the Scottish Renewables’ in-person and virtual policy conferences, seminars, webinars and workshops relating to offshore wind.
* Assist the Head of Offshore Wind in promoting Scottish Renewables to prospective members, e.g. through networking, meetings and producing a high standard of policy outputs/outcomes.
* Work constructively with other Scottish Renewables staff, partners and members to develop initiatives that contribute to SR’s commercial objectives.
* Any other tasks as directed by the Head of Offshore Wind, Director of Offshore or Chief Executive.

Qualifications
* Educated to degree level or equivalent experience.
Experience
* An organised, diligent and accurate approach to organising data, administrative tasks and diary management.
* Experience of writing clear, articulate reports or briefings.
Skills and competencies
* Passionate about solving the twin crises of climate change and biodiversity loss.
* A commitment to the growth of renewable energy in Scotland.
* Energy and enthusiasm.
* The ability to quickly and confidently grasp the detail of complex issues, while not losing sight of the bigger picture.
* Confident, compelling communication and presentation skills and a very high standard of written English with an eye for detail and proofreading.
* Effective time management, dealing with numerous demands from internal and external stakeholders.
* Flexible and responsive team player with strong customer/client service ethic.
* Critical thinker and resourceful problem solver with an inquisitive mindset.
* Excellent quantitative and qualitative analytical skills.
* Good computer skills, including using common office software packages, such as word processing, spreadsheets, databases and communications software.
Desirable but not essential
* Some knowledge of renewable energy technologies and the renewable energy policy landscape in the UK and Scotland.
* Familiarity with offshore wind regulatory frameworks, industry standards or technology, and emerging policy trends at a regional and/or international level.
* Some knowledge of the Scottish and UK parliamentary and government processes through which legislation, regulation and fiscal policy that impact renewable energy development in Scotland.
* Experience working with a membership or representative organisation or stakeholder engagement.
* Experience working at and delivering customer/client-facing events.
* Experience in drafting meeting agendas/minutes and note-taking.
