Job Summary
Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Job Description
This position is advertised at 37 hours per week.
The newly established business management team within the Infrastructure Directorate at Devonport serves as a vital support and enabling function for the entire directorate. This team is dedicated to raising standards, introducing new tools and technologies, and refining processes and procedures to enhance the efficiency and effectiveness of the directorate's operations.
You Will Be Accountable To The Infrastructure Business Manager In Support Of The Day-to-day Management Of Estates Business Activity, Leading a Small Team To Ensure Estate Management Outcomes Are Aligned With The Naval Base Business Plan And Infrastructure Strategy. This Will Include:
* Coordinate and lead infrastructure activity, governance, reporting and management processes to enable effective decision making and output delivery.
* Coordinate and facilitate the estate battle rhythm and key meetings and acts as the senior escalation point for issues raised across the infrastructure group; embracing a wide range of key functions to achieve optimal performance between the infrastructure team, technology, and the workplace. Driving continuous process improvement to optimise efficiency across the directorate.
* Identify, manage, and track all key infrastructure assumptions and dependencies across the infrastructure portfolio on behalf of the Infrastructure Business Manager.
* Act as the Infrastructure focal point for the management of all infrastructure team recruitment and associated administration activity.
* On behalf of Infrastructure Business Manager is responsible for an optimised and sustainable infrastructure change strategy and plan.
* Manage and monitor the training requirements of the directorate to ensure personnel are suitably qualified and exploit training opportunities, supporting the continuous development of staff.
* Support the Infrastructure Business Manager as transformation lead responsible for the maintenance of the infrastructure portfolio delivery map, milestones, and critical path to monitor infrastructure programme progress including MOD input to the Asset Management Transformation Programme.
* Manage internal communications within the Infrastructure Group ensuring that all teams are kept aware of developments at strategic, operational, and tactical levels both from the wider Naval Base and Infrastructure perspectives.
* On behalf of the Infrastructure Business Manager, identify, manage and track all key infrastructure assumptions and dependencies across the infrastructure portfolio.
* On behalf of the Infrastructure Business Manager, identify and monitor infrastructure portfolio risks (threats and opportunities), planning and implementing responses to them.
* Facilitate senior stakeholder workshops (MoD and Industry Partners) in the delivery of transformation and change programmes as required.
Person specification
A strong leader with a proven track record of business management and successful management of change and improvement and collaborating with others to find solutions together.
A manager of people, able to create a team who feel empowered and valued. Look after staff and their well-being and able to deal with all HR functions, recruitment, performance, attendance, and discipline.
Experience in collaboratively working with senior leaders to identify and manage dependencies and risk to deliver organisational level outcomes.
Excellent communication skills both oral and written.
Qualifications
This role is aligned to the Government Property Profession and requires a minimum UK Regulated Qualification Framework – Level 5 qualification (or level 4 plus extensive relevant experience) preferably in a GPP discipline, Change specialist or Business-related subject.

Working Arrangements
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
