Position: Regulatory Clearing SME and Agile Business Analyst
Overview
We are seeking a highly skilled Regulatory Clearing Subject Matter Expert (SME) with experience in Securities and Exchange Commission (SEC) clearing processes. The ideal candidate will also possess strong agile business analysis skills to support our ongoing regulatory compliance initiatives related to U.S. Treasury securities.
Key Responsibilities
Regulatory Expertise:
Interpret and implement SEC regulations concerning the clearing of U.S. Treasury securities.
Ensure compliance with the new SEC rule mandating central clearing for eligible secondary market transactions by December 31, 2025, and repo transactions by June 30, 2026.
Advise on additional changes designed to reduce risks faced by clearing agencies and facilitate central clearing in the U.S. Treasury market.
Oversee operational processes related to regulatory clearing requirements.
Develop strategies for fundamental risk management and operational changes in response to new regulations.
Collaborate with internal teams to strengthen existing operating infrastructures.
Business Analysis:
Conduct detailed business scoping, requirement detailing, documentation, and strategic program development.
Work closely with stakeholders to define programs that align with business goals impacted by the Treasury clearing Final Rule.
Utilize agile methodologies to manage project timelines effectively.
Client Engagement:
Provide expert advice on regulatory requirements impacting revenue, profitability, business alignment, and market structure.
Engage with clients to understand their needs and offer tailored solutions for compliance readiness.
Qualifications
Bachelor’s degree in finance, economics, or a related field; advanced degree preferred
Extensive experience in SEC regulatory clearing processes
Strong understanding of U.S. Treasury securities markets
Proven track record of managing complex regulatory projects
Proficiency in agile methodologies
Excellent communication skills
Preferred Skills
Experience with US Treasury and repo transaction clearing
Familiarity with covered clearing agency standards
Ability to interpret complex regulatory requirements
Added advantage if candidate knows the Bank of New York (BONY) or custody processes.
