Title: Senior Quantity Surveyor
OVERVIEW
The Sellafield nuclear site is home to one of the most complex portfolios of construction and infrastructure projects in the world, supporting the transformation from nuclear operator into a world leader in environmental remediation. Supporting faster, more effective project delivery, stability in design and construction supply chains, greater workforce flexibility, and local economic benefit.
Project Controls and Commercial Services (PCCS) is the mechanism through which Sellafield Ltd has engaged KBR Ltd to provide Commercial and Project Controls Services to the portfolio of enterprise projects, in addition to the original PPP programme. Those services include the provision of some 150+ Commercial and Project Controls Professionals across the Sellafield Ltd network of Projects.
SENIOR QUANTITY SURVEYOR
With a strong procurement/buying background, the Senior Quantity Surveyor will provide comprehensive pre and post contract management, commercial management, and purchasing services. Responsibilities include:
1. Improving pre and post contract management and commercial services within the project and optimizing the performance of both the client and the contracting organization.
2. Improving the commercial outcomes associated with the delivery of the project.
3. Utilizing the robust Sellafield standardised processes and procedures, and the agreed bespoke contractual procedures.
4. Delivering efficient and highly productive services recognizing the constraints of the nuclear environment.
5. Supporting the sustainability and development of the Quantity Surveying and Commercial Management Services.
6. Having the capability and agility to accommodate varying workflow while maintaining continuity of service provision and the ability to respond to future changes in service demand.
7. Ensuring robust and secure information channels are developed and maintained to improve communications of performance reporting and key commercial issues.
To provide support to include but not limited to the following as agreed from time to time:
1. Pre contract administration and support of tender documentation development and issue.
2. Agreeing Work Order/Purchase Orders, evaluation, and certification of monthly interim valuations.
3. Framework Agreement Management duties.
4. Undertaking commercial audits ensuring actions are closed out to agreed timelines, utilizing CEMAR as the main tool, with lessons learned captured and embedded.
5. Review of key contractual documentation ensuring alignment and consistent use across and making recommendations for improvement.
6. Working with broader teams and Lot Delivery Partners to identify tangible commercial and delivery opportunities.
7. Contributing and supporting robust contract administration and associated behavioral change to deliver the identified Business Case benefits.
Skills and Experience:
* Pre and post contract management.
* Working knowledge of NEC3 contract suite and contract management practices and procedures.
* Use of CEMAR.
* Strong experience of using SAP & certification to SAP ERP business process basics and navigation course.
* Ideally knowledge or understanding of CTM although not essential.
* Ability to work with and gain understanding of Sellafield and Sellafield Commercial Procedures.
