Commissioning Business Intelligence and Performance Lead

About the role
To lead and coordinate cross-service and system information and intelligence and deliver divisional improvement priorities but also drive our evidenced-based decision-making. Manage the department's statutory and non-statutory reporting of business intelligence and performance, ensuring timely and accurate submissions to central Government departments.
Other key responsibilities include:
* Produce local business intelligence and performance reports for various management teams and Cabinet.
* Work with the ICB to access and analyse business intelligence and data to support improved commissioning and procurement.
* Convert data into usable business intelligence to enable effective and cost-efficient delivery, supporting managers in using evidence-based business intelligence to improve performance.
* Provide expert social care intelligence advice to local authority colleagues in relation to relevant frameworks and guidance.
* Develop, manage, and maintain consistent and coherent performance data reporting and support systems.
* Ensure strategies, policies, and procedures are up to date and lead on the development of new ones where required.
* Act as the single point of contact for Freedom of Information Act requests, Subject Access Requests, and complaints.
* Represent the Council and Division in external networks and groups related to business intelligence, data, and performance.
* Contribute to an overall service-focused approach, recommending ways to improve the service and participating in wider service projects.
About you
The successful candidate will have substantial experience in working across large/complex organisations. Expert knowledge of systems, policy, practices, procedures, legislation, and emerging developments within the specialist area. Excellent communication, interpersonal, and influencing skills. Proven research, analysis, interpretation, and evaluation skills. Excellent planning and organisational skills, with the ability to cope with conflicting and changing demands.
