We are recruiting for an experienced Senior Financial Accountant to work for Civil Nuclear Constabulary and be based at Culham in Oxfordshire.
This role is a permanent position and you will be hybrid working. You will be working Monday to Friday, working 2-3 days in the office and the rest from home.
Job Purpose: To work closely with the CNC shared service team and the shared service centre to ensure that high quality Technical Accounts financial information is provided in an efficient and effective manner.
Principal Accountabilities:
1. To support/lead the delivery of all financial aspects of the Annual Accounts and Reports process to ensure accurate, effective and timely delivery.
2. Lead management of the treasury for the CNPA including ensuring liquidity and compliance with GBS, BEIS and HM Treasury requirements.
3. Lead all monthly control activities across the finance/shared service centre to ensure they are carried out in a timely and accurate manner.
4. Work with the Head of Financial Control/Head of Financial Management on reporting to Executive Team/CNPA Board.
5. Manage, mentor, motivate and develop a team of 1.
6. Support all the technical aspects of capital and inventory across CNC.
7. Support good business governance and enable delivery of strategic and operational business plans by providing an in-house technical consultancy and advice service for internal customers.
8. Understand, interpret and analyze the impacts for CNC of Central Government Financial Regime and IFRS & UK GAAP.
9. Play a major role in ensuring CNC's Annual Accounts and Financial Returns are completed in a timely and accurate manner, following and complying with accounting policies contained within the HM Treasury guidance.
10. Play a leading role in both the production of the Finance Report presented to the CNPA Board and the monthly monitoring reports submitted to the Executive Team.
11. Understand/interpret BEIS technical finance requirements and deliver on aspects of financial reporting, technical issues and other issues resolution.
12. Lead/support queries raised by external auditors during their audit of the Accounts and explain the reasons why policies have been adopted. Prepare working papers as required, and explain their relationship to other prime documents.
13. Lead/support and deal with queries raised by internal auditors, explaining procedures and putting new procedures in place as advised by audit.
14. When required, support capital and reporting capital income and expenditure processes within CNC, and have a good knowledge of Managing Public Money.
15. Ensure that revenue expenditure is accurately recorded in the Financial Ledger on a monthly basis, with a robust reconciliation process in place.
16. Support the Head of Financial Control in the development of Policies and procedures and ensure compliance across the organisation.
17. Be responsible for the reconciliation process of the balance sheet, ensuring all codes are reconciled and fully authorized in a timely manner. Review and authorize the reconciliations of team members, ensuring that any old transactions are dealt with and cleared as appropriate.
18. Have a working knowledge of taxation regulations, and be responsible for completing certain returns to the Inland Revenue.
19. Assist/cover for the HR Payroll lead with operating the monthly payroll with the shared service centre.
20. Assist in project management aspects of implementing new financial systems as required, taking a lead in certain areas and ensuring targets are achieved and deadlines met.
21. Deputise and lead the team when required for the Head of Financial Control.
Essential Criteria:
Technical/professional skills gained through qualification and experience for financial reporting, all aspects of technical finance requirements, payroll delivery and taxation issues relating to employees, to include:
1. Qualified accountant or finalist with a recognized Accountancy Qualification (CIPFA/ACCA, etc.).
2. Previous experience of leading teams in the private or public sectors.
3. Evidence of in-depth understanding, confidence, and ease with all matters relating to technical finance accounts, including working in a Financial Accounts/Technical Finance team for at least three years.
4. Knowledge (or capability to gain knowledge) of and ability to interpret the Central Government Financial Regime (FReM, Managing Public Money, etc.) and international reporting standards.
5. Detailed knowledge of Capital and Assets Accounting requirements.
6. Able to interpret/analyze highly complex financial and statistical data, and report and communicate with multiple stakeholders.
7. Effective leadership, interpersonal, influencing and change management skills.
8. The ability to work under pressure and to tight deadlines.
