Your role in elevating the East Midlands
Improving transport is central to EMCCA’s goal of raising up the East Midlands region. As our new mayor has highlighted, there is no point creating more skills and employment opportunities if people cannot access them. Residents need to connect into the regional web to boost prosperity and prospects – you will play a key role in making that happen.
We want you to provide strategic leadership and direction for our new Transport Strategy function – you have the opportunity to deliver a transformative Transport vision through our single Local Transport Plan and associated sub-strategies.
You will provide subject matter expertise on the development and implementation of strategic transportation investment programs within the Combined Authority area. This includes supporting the development of the transport investment program, leading the development of strategic economic appraisals and outline cases, and managing the design, scoping, and cost assessment of major transportation projects.
Reporting to the Head of Transport Investment, you will work closely with the Programme Development Manager and collaborate with other internal stakeholders and local authorities to create and develop the strategic programme.
Additional responsibilities include:
1. Assisting the Constituent Authorities and key delivery partners to establish appropriate delivery capacity.
2. Maintaining and developing existing key relationships with internal and external stakeholders.
3. Providing input into commissioning feasibility, advanced and detailed designing of schemes and transport studies; and to act as the client project manager on schemes/studies undertaken by delivery partners.
4. Monitoring and reviewing funding associated with highways programmes across the region (including Local Transport Plan and associated external funds) to ensure maximum spend is achieved as well as value for money in the actual delivered programmes.
5. Integrating decarbonisation strategies and experiences into programmes/projects.
Your profile
1. Degree level or equivalent in transportation planning, civil engineering, urban planning, public administration, or a related discipline.
2. A member of a relevant professional body or demonstration of up-to-date knowledge and continual professional development.
3. In depth knowledge and understanding of transportation investment programs and their alignment with long-term organisational goals and objectives.
4. Extensive experience in project management methodologies and techniques to effectively coordinate the development and implementation of transportation projects.
5. A strong background in building and maintaining relationships with internal and external stakeholders, including government agencies, councils, and community groups to support collaboration and partnership opportunities.
6. Capability in budgeting, cost assessment, and financial planning to ensure effective management of transportation investment programs within allocated budgets.
7. Ability to analyse data, economic appraisals, and strategic outline cases to inform decision-making and project development processes.
