Job overview
The Head of Primary Care Commissioning will work as a member of the senior Primary Care team, delivering operational management and supporting the delivery of transformation and improvement within primary care. This role involves working in partnership with internal and external stakeholders.
The Head of Primary Care Commissioning will be responsible and accountable for the strategic and operational delivery of the Coventry and Warwickshire ICB Enhanced Services Programme, ensuring effective planning, execution, and budget adherence.
Key responsibilities include driving forward the review and remodeling of the Enhanced Service offer with General Practice within Coventry and Warwickshire, providing management and professional oversight for the Enhanced Services Programme team, and collaborating with primary care teams across Coventry and Warwickshire.
Main duties of the job
1. Lead the Enhanced Services Review Programme; delivery, risk management, and mitigation.
2. Understand and communicate the implications of the review and the ICB strategic planning and development of services.
3. Lead specific service developments in line with the ICB Primary Care strategy and priorities.
4. Develop the case for change, ensuring pathway mapping and redesign for service delivery.
5. Support the delivery of the system-wide Primary Care Strategy and aligned Delivery/Implementation Plans.
Working for our organisation
The Coventry and Warwickshire Integrated Care Board (ICB) covers 120 GP practices, four Places (Coventry, Rugby, South Warwickshire, and North Warwickshire), and 19 Primary Care Networks (PCNs).
As of 1 July 2022, the CCG became the Coventry and Warwickshire Integrated Care Board, assuming responsibility for various functions related to the commissioning and management of primary medical/general practice services.
Detailed job description and main responsibilities
The Head of Primary Care Commissioning will contribute to the development of the ICS strategy and support the implementation of the primary care strategy, ensuring engagement from primary care providers.
You will lead, develop, and coordinate thematic work programmes across primary care within the integrated care system.
Collaboration with clinical specialties across acute trusts and local clinical networks is essential to re-develop clinical pathways and improve health outcomes.
Responsibilities include leading on partnership working arrangements, ensuring general practice is central to new models of care, and providing oversight for the Enhanced Services Programme team.
General Responsibilities
1. Lead the Enhanced Services Review Programme; delivery, risk management, and mitigation.
2. Understand and communicate the implications of the review and ICB strategic planning.
3. Drive service developments in line with the ICB Primary Care strategy.
4. Support delivery of national and local priorities within available funding.
5. Ensure engagement of local GP practices and PCNs in the Primary Care Strategy.
6. Work with transformational workstreams to ensure progress against strategic and operational plans.
7. Lead engagement with CW General Practice and develop mechanisms for effective communication.
8. Produce clear and succinct reports and business cases for ICB committees.
Person specification
* Senior NHS management experience in Primary Care.
* Experience of the NHS Commissioning Cycle.
* Ability to write comprehensive business cases and present them to senior executives.
* Ability to work with and influence clinical and managerial staff from all NHS sectors.
