ROLE PURPOSE / SUMMARY The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area. The HCA Academy is an Integrated Care System (ICS) initiative between Essex Partnership University Hospital Trust (EPUT) and Mid and South Essex NHS Foundation Trust (MSEFT) and will model a one workforce cross system approach to the recruitment, education and experience of Healthcare Assistants (HCA), establishing a career framework that supports retention in the role and will offer a supported progression into apprenticeships for our population. The HCA Recruitment & Retention Officer will sit within EPUT as part of a centralised resourcing team that will support recruitment and retention initiatives on behalf of the ICS. Bringing a wealth of recruitment experience, creativity and passion, the post holder will be responsible for developing an attraction strategy for Health Care Assistants including coordinating recruitment campaigns and working with external partners including Further Education providers. The initial focus will be to develop the hub, operational processes and establish clear ways of working with all partners. The postholder will provide leadership for the HCA Recruitment officers, ensuring delivery against service KPIs and role modelling excellent customer service whilst ensuring an efficient, reliable and responsive centralised recruitment service that acts as a centre of excellence. The post holder will also support initiatives to deliver increased retention of our Health Care Assistant workforce by contributing to the ongoing development, implementation and review of the HCA development programmes, using data and feedback to identify any retention concerns and putting plans in place to support these. KEY DELIVERABLES Working with the project manager, the postholder will be required to monitor and evaluate performance against agreed objectives and outcomes for the recruitment hub. The postholder will be responsible for the day to day management of the HCA Recruitment team, ensuring a high quality, customer focused, recruitment service. To lead on targeted recruitment working closely with the HCA Marketing Manager to develop a range of engaging and innovative approaches to maximise the reach of our HCA recruitment and create talent pipelines so there is a ready supply of staff ahead of demand. To build excellent working relationships with all stakeholders in order to develop and maintain the reputation of the centralised recruitment hub as a centre of excellence Ensure KPIs are monitored monthly and provide regular reporting on progress and effectiveness to the HCA programme steering group. Attend meetings and events held by the Regional and National HCSW programme team to learn about new HCSW recruitment and retention initiatives and best practice. Recruitment Support with producing and managing a programme of recruitment campaigns targeting local workforce, generating awareness and supporting new to care into HCA Roles Undertake surveys or audits as necessary to ensure the effective delivery of the recruitment activity and to ensure that all project deliverables are achieved, taking remedial action if necessary. To be responsible for developing and implementing assessment centre recruitment process for mass recruitment campaigns. Lead on the planning and delivery of recruitment events and job fairs, attending as required, which could take place outside of regular working hours. Maintaining up-to-date information on vacancies to ensure that all necessary actions are taken to fill vacancies and reduce agency spend. To be responsible for ensuring that systems and processes are in place to enable the effective recruitment journey of all new starters. To act as a positive change agent to proactively facilitate and deliver improvements to the recruitment service within the postholders responsibility, ensuring effective stakeholder engagement. Resolve blockages in the process and ensure timely on boarding of staff by acting as a point of escalation for the HCA Recruitment Officers Retention The postholder will aim to reduce early attrition rates by providing a supportive candidate focused journey from interview through to induction. They will act as a supportive link between the new starter and the service they have been recruited into to ensure a smooth supportive onboarding period. As part of the ongoing improvement process, the post holder will use data and feedback to identify any retention concerns and putting plans in place to support these, including suggestions of improvements outside own area of expertise. Communications and Relationships The ability to communicate in a way that inspires, motivates and engages potential applicants, clinical leads and colleagues is essential to this role. The postholder will be required to: Actively meet with managers in support of partnered recruitment activity; discussions of pipelines of staff; interviews; planned hires etc Develop complex monitoring and reporting processes including detailed analysis, which support the needs of stakeholders. Support with board level reports showing effectiveness of campaigns and progress against all hub activity. Work with the Recruitment & Retention Business Partners to develop relationships with clinical leads and being a point of contact for recruitment queries. Be responsible for investigation and resolving complaints received in the recruitment hub using empathy and within a timely manner. Use initiative and make judgments to resolve queries in relation to all issues. To ensure that organisations maintain a positive profile within the local community and wider recruitment community, including local colleges and places for further education. Represent the ICS at recruitment fairs. Information Systems To use current recruitment systems optimally to maximise efficiency and reduce recruitment time to hire Using the appropriate guidance and technology (TrustID) to support accurate checking of documents, including; verification of identity, right to work in the UK, escalating to the Recruitment Manager/ any errors, issues or omissions To process applications for Work Permits, using the UK Visa and Immigration Authority (UKVI) management system (SMS) ensuring that correct procedures are followed. To develop and manage computerised HR/Recruitment systems relevant to recruitment day-to-day processes. These include: Electronic Staff records (ESR), Recruitment management system (TRAC), NHS jobs and Registration authority contact To provide ad-hoc reports as and when required. Managing Resources and People Day to day management of the HCA Recruitment team, ensuring a high quality, customer focused, recruitment service. To identify the learning needs of the team and support them to address them. Ensure performance issues are dealt with in an appropriate and timely manner and in line with Trust disciplinary procedures where formal action is necessary. Ensure that recruitment activities are delivered within the agreed budget. When needed support with draft business cases as required for financial expenditure and resources and being accountable to work within these approved limitations Due to the nature of this project, the above duties are not exhaustive and may evolve to meet the dynamic needs of both organisations.
