Our tier 1 Water contractor client are seeking a Technical Excellence/Design Manager to join the engineering leadership team on Anglian Waters' Cambridge Relocation Project on a permanent basis.\n\nYou'll be working as part of a joint venture partnership on the Cambridge Waste Water Treatment Plant Relocation Project. The Technical Excellence Manager is predominantly a supply chain facing role that will report directly to the projects Engineering Director and is responsible for all aspects of technical compliance and supply chain design integration, including managing the delivery of supply chain aspects of design.\n\nAs part of the Engineering Leadership team you will be responsible for ensuring tier 2 partners have the necessary competency and standards as required plus any other CDM Principal Designer duties under the delegation of the Engineering Director. \n\nThe current design is at an outline status and you will be managing the delivery of the final outline design development, procurement of the design subcontractors towards detailed design for construction.
Working with the integration leads as part of the engineering leadership team, you will ensure all outputs meet the requirements of the project within timescales agreed with the project team. Providing technical and project management support during development as required.\n\nResponsibilities\n\nBe an active member of the engineering leadership team (ELT), who will collectively manage and develop an engineering design team fit to deliver industry leading engineering design and solutions.\nBe responsible for package engineers and subject matter experts for the project\nEnsure the third party designs are compliant with engineering best practises and client specifications working with the integration leads\nCoordinate supply chain facing technical meetings before award of every contract and regularly through the life of the project\nEnsure design audits are conducted in suppliers premises to ensure competence and compliance.\nWork collaboratively with the Senior Leadership Team, Project Management Team, Design Team, Construction Team and all key stakeholders to deliver best value solutions.\nBe responsible for managing supply chain technically for the project and therefore grow your professional internal and external networks with a multitude of partners.\nAssist in appointment of specialist contractors \nManage the production and co-ordination of the third party delivery aspects of the design programme, Employers and Customers Requirements and design deliverables schedule throughout the project.\nContribute to the procurement strategy in assist procurement in producing RFQ, auditing supplier competency and assist in particularly specification development towards contract formation with circa 100 supply chain partners that will be contributing to the design.\nEnsure by working with the project planner, that all supply chain facing design deliverables are integrated within the construction programme.\nManage the delivery of design in accordance with the design management plan and design brief, including client requirements, cost, programme, best practice design standards, design responsibilities, BIM strategy and contract agreement.\nEnsure clear record keeping and monitoring of design process/programme/deliverables.\nEnsure the scope of solution is clearly defined and agreed by all parties, design complies with Client brief, contract, current legislation, Development Consent Order, building regulations, CDM and relevant technical requirements.\nEnsure that all responsibilities under CDM regulations are maintained by the project and design teams.\nManage & Lead buildability, risk, opportunity and value engineering reviews\nLiaise with client technical authorities to support their understanding of technology and technical decisions on the project.\nEnsure supply chain proposals are compliant with employer's requirements.\nMonitor and report supply chain package design progress on a weekly and monthly basis, including taking action to maintain design delivery to time, cost, drive efficiencies, quality and safety requirements.\nImplement the agreed DCO Project Principles in the delivery of the project design.\nEnsure that the Environmental and Enabling activities are undertaken hand in hand with Design/Engineering activities such that the DCO & Delivery requirements are generated smoothly and efficiently.\nOversee the Technical deliverables \n\nSkills/experience/qualifications \n\nEngineering degree.\nPreferably a chartered engineer or working towards chartered status.\nDemonstrable technical experience of designing multi-disciplinary water industry capital projects, from solution to detailed design.\nAn experienced manager of people and teams, developing others, and managing staff welfare.\nExperience, or a strong understanding of construction, procurement, and commissioning.\nProven record in delivering water design projects to program, budget, and quality requirements, and managing competing tensions.\nProven ability to manage designer's responsibilities under CDM.\nExperience of Wastewater and Sludge Treatment Centres.\nSupply Chain facing experience and an understanding of working across a tier 2 to tier 1 boundary.
