Detailed job description and main responsibilities
Accountable to the General Manager, and working in partnership with Service Directors and Matrons, the Deputy General Manager (DGM) will support in the operational delivery of Emergency and Acute services, focusing on delivery of the A&E waiting time standards, financial performance, governance, change and business development across the directorate. The successful candidate will be responsible for ensuring good governance and processes for monitoring delivery against all KPIs are in place.
The Deputy General Manager will play an important role overseeing development of the Same Day Emergency Care (SDEC) pathway, ensuring the smooth transition of patients between primary care, ED and Ambulatory Emergency Care (AEC). The DGM will ensure this is a seamless pathway at the CWH site and will line manage the Service Managers based within A&E and Acute Medicine to ensure continuity across the entire service within the Trust.
Ensuring the smooth flow of patients through A&E, for any acutely unwell patients requiring admission to an acute assessment unit, the DGM will be responsible for ensuring adequate levels of medical staffing with the support of a team of medical rota coordinators. Furthermore, the DGM will support in the development of strategic discharge pathways in collaboration with the site team.
The Deputy General Manager will work alongside the General Manager in the delivery of the Directorate financial, quality, performance, productivity and workforce targets, agreed as part of the Divisions business planning, appraisal and personal development process. There will be an important component of the role which requires the successful candidate to have a transformational mind-set, approaching challenges with an inquisitive and constructively critical perspective where innovative solutions are found to complex problems.
The Deputy General Manager will be accountable for establishing and maintaining effective structures and systems of control for the management of staff, including recruitment, appraisal, continuing professional development and support of the Trust's Human Resource policies and procedures predominantly at the Chelsea and Westminster site, but ensuring continuity at the West Middlesex University Hospital site.
The Deputy General Manager will be expected to establish collaborative relationships with colleagues, working in partnership within the Trust and with external agencies to ensure delivery of the division's business plan and strategic vision.
The Deputy General Manager will ensure that line management of his or her staff is undertaken professionally and that each member of staff has a development and training plan consistent with Divisional and Trust objectives. The candidate will be required to line manage the Service Managers to deliver an effective and aligned service across the organisation and support all the staff whom the Service Managers are responsible for the line management of.
The Deputy General Manager will be expected to work between the two main hospital sites, delivering a consistent level of cover and leadership between the sites.
