Senior Commercial Procurement Specialist.
1. An exciting opportunity has arisen to join the Commercial Procurement Services Team, an accredited Framework Host via NHS England. You will report to the Commercial Procurement Manager and form part of a team which is responsible for developing and putting in place National Framework Agreements that can be used across the NHS and Public Sector as a whole. The role also includes providing external Procurement and Supply Chain Management services to client organisations both within the Health Services and wider public and private sectors.
2. You will be running EU compliant tender processes.
3. The role requires experience in public sector procurement and application of the Public Contract Regulations 2015.
4. In addition you will need to have the following skills: Negotiation skills;Be able to act autonomously;Understanding of the current health economy;
5. The candidate is required to have a knowledge of procurement principles acquired through either, MCIPS accreditation or actively working towards it (minimum level of 5 must have been achieved,) relevant degrees or experience.

The Senior Commercial Procurement Specialist is responsible for: contributing towards the delivery of the Trusts Procurement Cost Reduction Strategy; contributing towards the operational development of the commercial procurement strategy and the undertaking of wider commercial and procurement activities.
This includes the development of novel framework agreements to income generate and support the Small to Medium Enterprise (SME) engagement agenda. Further to this, the role also includes supporting the Director of Commercial Procurement in providing external Procurement and Supply Chain Management services to client organisations both within the Health Services and wider public and private sectors. Leading on any review projects within external organisations to support the generation of income into the Trust.
The Senior Commercial Procurement Specialist is responsible for the proactive management of commercial procurement projects and initiative delivery. The Senior Commercial Procurement Specialist is responsible for assisting the training and development of any junior commercial procurement member of staff.

The Trust is a busy district general hospital and in 2022/2023, there were more than 503,342 patient attendances (inpatient, outpatient and diagnostic) ranging from a simple outpatient appointment to major cancer surgery. This is an increase of nearly 10,000 compared to the previous year when there were 494,387 patient attendances.

10. Educated to Degree Level (or equivalent such as NVQ4, Graduate Diploma) within the appropriate specialism
11. Full Member of the Chartered Institute of Purchase and Supply, MCIPS accredited or actively working towards it. (Minimum Level 5 must have been achieved).
12. Evidence of continuing professional development through attendance of relevant courses. Should be able to demonstrate the latest knowledge of Procurement Legislation.

13. Additional professional development certificate such as ILM or PRINCE II

14. Significant experience of managing complex projects
15. Significant experience of procurement processes including undertaking complex Tender process at EU level.
16. Significant experience of working with a range of stakeholders at all levels of different organisations
17. Significant experience in negotiating with other parties within the public sector and private sector
18. Experience co-ordinating the production of all the documentation required for the procurement process in liaison with other parties

19. Experience being responsible for procurement information systems
20. Demonstrable success in managing change projects involving stakeholders
21. Understanding of the current issues impacting on the NHS in particular knowledge and understanding of the commercial health care landscape
