Temporary Markets Officer/Admin

Pay Rate: £15.43 per hour PAYE
Hours per week: 37 Monday to Friday, normal working hours
Role Length: This opening assignment is for 4 months

The post holder will normally carry out their duties on a rota basis between Monday to Saturday, there will also be occasions when the market is open on Sundays & evenings and post holders will be required to work as part of a rota to cover these occasions.
This is an administrative role, covering a broad range of duties including communications, marketing, facilities, trader management and license applications. Task related training will be given in house. Initial duties will include market license applications and website information update.
Key Responsibilities:
Provide a professional, knowledgeable and practical response to public, trader and stakeholder enquiries for information, market trade and event applications.
Support the Markets Manager/Deputy Markets Manager in providing effective function and control of the service area, including ensuring delivery and compliance with industry policies and procedures, licence agreements, contract conditions and markets and event legislation and function.
Liaise with communications team to provide effective communication and marketing of markets activities - customer surveys, web page development and maintenance, developing and delivering marketing strategies and campaigns, using digital communication channels, promotional material, social media and online public liaison.
Manage and carry out financial management tasks related to all markets, estate activities and concessions. Including account creation and ongoing management, preparation of financial reports and record maintenance in accordance with audit requirements.
Ensure compliance with the markets service procedures and processes, including licence issues, event activities, trading agreements, review and production of risk assessments and emergency procedures, creating and maintaining records and other associated tasks.

Qualifications:
GCSE (Grade A-C) in Math and English (or Equivalent).
Skills & Experience:
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
Proven work-related knowledge and operational experience of markets, events or open space site management.
Experience of financial work and knowledge of financial systems and procedures including capability to analyse and apply relevant policy & legislation to provide an effective, responsive service.
Experience which demonstrates the ability to contribute to the development of specific aspects of service provision/marketing and promotion/license administration/trader agreements.
Well-developed communication and negotiating skills to facilitate liaison with businesses, users and a wide range of partners, and to converse with citizens and provide complex information in accurate spoken English, or through a BSL interpreter.
Understanding of the requirements of customer care and identifying and responding to customers, stakeholder and client needs.
Working knowledge of marketing and promotion activities including the use of social media channels.
Experience in analysing and developing new processes and procedures in line with best practice.
Flexibility to meet the needs of the market operations and to work across both office and operational environments, including setting up/down markets
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
