Overview of project/role
Support the timely negotiation, funding and management of planning obligations to support London's growth - ensuring that developers fairly contribute to proposed development, and facilitating development while protecting TfL's interests and achieving key outcomes e.g. Healthy Streets. This role manages relevant projects and funding within the Section 278 (S278) team programme, working with Delivery Businesses with the aim of overseeing delivery of improvements to the TLRN as required to unlock specific developments.
Key Accountabilities
1. Assist with the management of a portfolio of section 278 projects, key to the growth and development of London, ensuring projects are delivered according to TfL quality standards and project management methodologies, processes, procedures, governance requirements and communication standards.
2. Engage with relevant areas of the TfL to deliver section 278 schemes, securing approvals and permits, and provide advice and guidance on project implementation.
3. Develop, produce and manage the timely and accurate reporting to meet section 278 programme objectives and ensure compliance with the relevant statutory requirements.
4. Build and manage relationships with a range of internal and external stakeholders to facilitate the smooth running of the section 278 programme to meet business objectives, including with relevant local planning authorities.
5. Manage delivery of specific projects, working closely with internal and external stakeholders to ensure alignment with business requirements and processes.
6. Ensure developers satisfy appropriate planning obligations regarding financial aspects, which includes negotiation, management and monitoring of financial contributions.

Skills

2. Good negotiation skills and able to handle stakeholder relationship issues in the context of planning obligations (Highly desirable)
3. Good written and verbal communication, ability to work strategically and liaise with specialists across different fields (Highly desirable)
4. Ability to communicate effectively and the ability to summarise and explain complex programme / technical issues (Highly desirable)
5. Able to manage workload, including multiple tasks and projects while maintaining high standards of output (Highly desirable)
6. Strong project management skills and ability to work to tight timescales and in sensitive stakeholder and political context (Desirable)
Knowledge
1. Degree in relevant discipline or other appropriate qualification or demonstrable suitable experience (Essential)
2. Understanding of the section 278 process and other key legislation (Highly desirable)
3. Understanding of the legal issues associated with highway agreements, with a particular focus on London (Desirable)
4. Knowledge and understanding of project and programme management methodologies and their practical application in a transport setting (Desirable)
5. Understanding of the highway scheme development process, including highway design, traffic modelling and assessment, safety implications and decision making and approval processes (Highly desirable)
Experience
1. Experience in highway development control or traffic engineering with a particular focus on section 278 scheme management and delivery (Desirable)
2. Experience of being responsible & accountable for managing a programme of work within a large, complex organisation (Desirable)
3. Experience of building effective working relationships and ensuring effective stakeholder management with developers, local planning authorities, consultants and contractors (Desirable)
