In this role, you are accountable for: Supporting Strategic Reviews including Spending Reviews Whilst the Finance Strategy and Management team will lead the financial aspects of these reviews, the Finance Transformation team will play a key supporting role as directed, as set out below: Production of financial advice for the purpose of Spending Reviews and other Government lead reviews enabling the production of coherent, consolidated plans. Professional, accurate and insightful information provided to review team potentially in challenging situations. Liaising with NHSBSA Directors and divisional management teams to understand their strategic aims and operational imperatives, to inform the production of information. Preparation of sensitive, contentious information on all aspects for these Reviews in a clear, understandable, and audience-appropriate manner. This may include presenting to DHSC, HMT, Review Teams, NHSBSA Leadership Team (LT) and Board. Developing and presenting detailed reports summarising status on issues, appraising outcomes, and providing progress reports for senior staff or groups of staff as directed from time to time, tailoring the content to meet the needs of the audience including delivering complex and sensitive messages through written and verbal presentations. Supporting the Taxpayer Value Programme (TVP)/ HMT Public Value Self-Assessment Supporting the Head of Strategic Commissions and Transformation to deliver the financial aspects of the programme. Reporting to the Head of Finance Strategy Management and Reporting and where necessary Executive Director of Finance and Commercial Services on a regular basis on the performance of the financial aspects alongside colleagues in other departments. Leading a team who work closely with the organisation to ensure that this approach to the financial aspects of TVP are adopted widely across the Directorate. Supporting the risk management, and issue resolution processes. Financial Benchmarking Responsible for developing and co-ordinating production of financial benchmarking documentation in line with NHSBSAs commitments and long-term implementation across the organisation ensuring this is embedded and aligned with the Taxpayer Value Programme. Liaising with NHSBSA Directors, divisional management teams and Finance Strategy and Management team to support the development of an accurate and impactful financial benchmarking solution(s). Lead input of financial benchmarks to the Head of Strategic Commissions and Transformation to enable forming overall Benchmarking. Liaising with third parties, including the Department of Health and Social Care (DHSC) and HMT on financial benchmarking and ensuring that best practise is adopted across the organisation. Lead a team to ensure that this work is continually adopted and improved. Ensuring appropriate governance and training is provided to the organisation to make this a permanent process. Leading presentations to NHSBSA LT, Board and External Stakeholders to support the Head of Financial Management, Reporting and Control and EDoF. Drawing from awareness of other academic fields and industries, ensuring the organisation benefits from relevant initiatives. Service and Unit Costing Responsible for developing and co-ordinating the production and long-term implementation of unit and service costing across the organisation ensuring this is embedded and aligned with the Taxpayer Value Programme. Liaising with NHSBSA Directors and divisional management teams to support the development and maintenance of an accurate and impactful solution. Liaising with third parties, including the Department of Health and Social Care (DHSC) and HMT on unit costing and ensuring that best practise is adopted across the organisation. Ensure adoption as part of the organisations ongoing monthly processes to drive change. Postholder will lead a team to ensure that this work is continually adopted and improved. Ensuring appropriate governance and training is provided to the organisation to make this a permanent process. Lead presentations to NHSBSA LT and Board and External Stakeholders to support the Head of Financial Management, Reporting and Control and Executive Director of Finance and Commercial Services. Multi-year Planning/Forecasting Support the Finance Strategy and Management team to: Develop and implement financial planning and forecasting over multiple years including through: a. drawing from the recommendations and actions from Taxpayer Value Programme assessments b. use of service and unit costing c. application of new forecasting and planning tools and; d. providing other input as required reflecting the outputs and experience of the Financial Transformation team Horizon Scanning of Future Finance Strategies Responsible for establishing a full awareness of emerging trends, innovations, and challenges in the future of finance within the public sector and beyond. Proactively exploring new financial strategies, technologies, and policies to provide insights and recommendations that support the directorate and organisations. The role requires the following skills and abilities: Previous experience of mobilising and running multiple programmes simultaneously, blending the problem-solving skills necessary in the early phases with the implementation skills needed to move from design to delivery. Previous experience managing large and matrix style teams with a key focus on enabling collaboration, drawn from different government departments/national bodies. Ability to plan out, draft and edit strategic documents intended for a broad audience. Excellent influencing and stakeholder skills and the ability to operate autonomously at senior levels, i.e., CEOs, board. Excellent analytical skills, qualitative and quantitative skills. The ability to manage conflict and negotiate difficult relationships, always treating others with respect but equally ensuring that projects are kept on track. Have experience of health and care sector and its strategy. Be resilient and approach work with a can-do attitude. Be receptive to other perspectives and to well-founded arguments, no matter who voices them. A positive and optimistic attitude, commitment to the values of the NHS as well as of equality and diversity. Proactively manage the key risks and issues that arise within projects and the wider team; ensuring appropriate mitigating actions are taken in response.
