About Procurement Assist:
Procurement Assist is a dynamic and innovative procurement services provider specialising in compliant Public Contracts Regulations 2015 (PCR) Public Sector procurement. We have formed a long-term strategic partnership with the NHS for the purpose of providing centralised purchasing activities for the acquisition of goods, services and works for the use of all UK Public Sector Organisations by forming the Procurement Assist Consortium. Acting as an extension of our Member’s procurement function we have a unique service delivery and market leading pricing model designed to ensure compliance, increase speed, efficiency, and reduce Member’s costs. Due to expansion we are looking for a highly motivated and experienced Procurement professional based out of our Cheshire West Office in Ellesmere Port.
About our Client’s:
Our Members are Public Sector organisations based throughout the UK and are from all areas of the public sector, including but not limited to NHS, Local Authorities, Charities, Emergency Services, Housing and Education.
Role Purpose:

To operationally support the Procurement Manager in the delivery of procurement projects on behalf of Members in line with their procurement strategy.
*
Provide a full end to end project management solution to deliver Further Competitions from Dynamic Purchasing Systems and Framework Agreements.
*
Ensure the Member’s key objectives are met and delivered (cost savings / value for money / compliance).
The Successful Applicant / The ideal candidate will have:
*
Significant (a minimum of 3 years’) Public Sector procurement experience.
*
You will be a highly motivated and experienced PCR 2015 procurement professional (working knowledge of Private Sector procurement will be an advantage but not essential) who enjoys working in a fast-paced environment and has a demonstrable record of delivering successful outcomes.
*
You will have full understanding of the needs and demands of Public Sector Members.
*
The ability to manage and deliver multiple concurrent projects on time and to budget, as agreed with key stakeholders, including Members.
*
Strong eye for detail - ‘right-first-time’ approach to service management and delivery.
*
PC Literate with knowledge of MS applications e.g. Word, Excel
*
Knowledge of BiP Solutions / In-tend or similar e-procurement system is desirable.
*
Excellent communication and interpersonal skills to interface and influence a wide range of internal / external customers – in adjacent functions and on senior management levels.
Role Objectives:

To provide market leading compliant procurement services on behalf of Members.
*
To deliver compliant Further/Mini Competitions in line with key business objectives for Members.
*
To provide Members with advice and support on procurement and project workflow management.

Experience of working under pressure to strict deadlines and the ability to prioritise workload.

Analytical, commercial, and will possess strong interpersonal / communication skills.

Can do attitude, with a solution focused approach.

Excellent relationship management skills with the ability to work collaboratively with internal & external teams.

The successful candidate will need to be resilient, have attention to detail with a positive approach.

Have the right attitude to working in a fast paced environment, with the fastest growing procurement solutions provider in the UK, and aspire to progress quickly to managerial level.
Education, Training and Qualifications:
*
Educated to A level or above.
*
Certification in PRINCE2 (or equivalent) Project Management.
*
Attained, or working towards CIPS Level 4 certificate (or equivalent).
