The Childcare Offer for Wales (“the Offer”) provides funded early education and childcare for eligible working and training parents of 3 to 4 year old children. The team has been operating in Cardiff since late 2018, and to date over 10,000 children and their families have benefited.
The Childcare Offer team are responsible for the delivery across Cardiff. This involves promoting the Offer to parents and childcare providers to ensure maximum take up by eligible families; assessing applications from parents; processing claims from childcare settings for additional support payments; providing progress and financial reports to the Welsh Government and internal management; and ensuring compliance with internal and external policies and procedures.
About the job
We are seeking to recruit a part time Childcare Offer Team Leader, to cover maternity leave. The postholder will contribute to:
* Oversee the operation of systems for assessing applications, checking and confirming eligibility, approving placements, releasing payments and maintaining monitoring and evaluation systems.
* Ensuring the data required is collected, collated and returned to the Welsh Government and internal management, in line with the schedule for returns.
* Ensuring that robust financial management systems are in place to provide payments to childcare providers, to generate suitable evidence to support funding claims submitted to the Welsh Government, and to ensure all reconciliation exercises and reporting are completed in a timely manner.
* Managing and supervising the Childcare Offer Business Support Officers and Engagement Officer.
* Engaging with the Welsh Government, childcare providers and appointed agents in the ongoing development, delivery and use of the Childcare Offer Digital Service.
What We Are Looking For From You
The successful candidate will be educated to degree level or equivalent and have knowledge and experience of both the childcare sector and IT based assessment and reporting systems. Ideally with experience of managing a small team, the postholder will lead on the delivery of this high-profile national initiative, which aims to support parents to access work or training, and/or increase their working hours supported by access to funded childcare.

This role is part-time at 27 hours per week. The advertised salary is based on a full-time role (37 hours per week). The actual salary will be lower than the advertised salary because of the part-time hours and weeks worked.
