We are seeking an experienced and highly motivated Project Management Office Lead to join the Crown Office and Procurator Fiscal Service (COPFS).
You will be responsible for overseeing the management of a newly created Project Management Office which will support the transformational change activity across the wider organisation and ensure the effective governance of a portfolio of Programmes and Projects.
If you are an individual with significant leadership skills and a proven track record of leading a Project Management Office, then this role will provide you with the tools and opportunities to build a new team aimed at supporting the strategic goals of COPFS and creating a more efficient and effective criminal justice service., This is a brand-new team which is being created to act as an
independent corporate change governance group that will
prioritise, direct and support all current and future COPFS
transformational change projects and processes.
As our Project Management Office Lead, you will be the first
key essential member of our team and have significant input
into the materialisation of its structure and objectives, initiating
and leading change and continuous improvement
programmes within the Project Management Office (PMO).
You will support the improvement of a wide range of project
related activities and establish and maintain governance for
delivery, defining clear roles, responsibilities and
accountability that align with corporate governance practices.
SCOPE OF THE ROLE
Lead and manage the PMO function, ensuring alignment
to COPFSs strategic goals and objectives.
Responsibility for designing and implementing PMO
methodologies and frameworks (e.g. reporting,
governance and method compliance) whilst delegating
responsibility across the PMO team to achieve maximum
effectiveness.
Take the lead in setting up and integrating the PMO
process and reporting guidelines, working alongside
priority projects to ensure we have a balanced and efficient
approach to Programme Management.
Design, implement and support effective Portfolio
Management tools.
Provide guidance and support to project managers and
their teams, ensuring best practices are followed.
ROLE SPECIFIC DUTIES
Oversee, govern and support local standards and their
continuous improvement, maintain a centralised repository
for project management knowledge, templates and local
practices.
Lead and oversee a central repository for status reports,
work plans, proposals, change requests etc, and ensure
timely updates and performance reporting processes.
Utilise thoughtful, user-focused design to produce
consistent MI reports that are simple to complete and
provide easily digestible data, visualisations, analysis and
insights to senior leaders and sponsors, to enable effective
decisions/ actions to be taken.
Conduct regular portfolio reviews, provide
recommendations and support project teams with
implementing findings and recommendations.
Facilitate required assurance activities, both internally and
externally and supporting recommendations, ensuring
lessons learnt are captured and shared.
Address non-conformance issues proportionately to their
impact and needs of the business, escalating where
appropriate.
In conjunction with the finance department, will provide a
detailed budget overview that highlights the advantages of
delivery approach to senior management teams
Effective team development, ensuring capability
development plans are in place for each member of the
PMO team with clear performance parameters set for each
role and measured accordingly via career performance
appraisals
Drive the identification, recruitment, development,
deployment and reassignment of PMO resources

implementation and methodology. You should be personable and pro-active in your ability to share and transfer your knowledge
and expertise to others.
You will be working in a fast paced, dynamic environment and there will be a need to be able to lead and oversee multiple priorities
simultaneously. You will be someone who continuously evaluates and refines processes to ensure that your team consistently
exceeds expectations.
Any formal Project Management qualifications such as Prince2 or P30 or experience within a Project Management Office would
also be beneficial.

Significant experience in Project Management supporting complex, cross functional programmes/projects
Excellent Leadership and Team Management skills demonstrating an ability to deliver customer care and service in all

Accountability and ownership of team objectives, emphasising the importance of understanding customer needs and
delivering measurable value
Excellent written / oral communication skills with an ability to navigate conflict, negotiating and influencing staff at all levels
Ability to present complex information to staff and stakeholders outside of the Project Management Office
Strong understanding or experience of Project Management Tools and Methodologies
Strong analytical and problem-solving skills, Successful candidates must undergo a criminal record check.
