Position Title: Planning Manager

Reports to: Land & Planning Director and Senior Technical Manager and/or Technical Director as required
Direct Reports: Management Trainees/Graduates (as appropriate)
Key Responsibilities:
1. Lead on the submission and negotiation of planning applications and conditions including S106 agreements and viability models.
2. Inform planning strategy, timelines, and complete relevant trackers.
3. Brief and instruct the planning consultants as appropriate.
4. Support Technical with the management of external consultants and the application workstreams.
5. Prepare and complete planning reports and supporting documents for LPEs and submissions.
6. Review and advise on local policies/guidance.
7. Manage and co-ordinate the public consultation process and stakeholder engagement.
8. Fulfill the obligations of the planning parts of the Operating Framework ensuring relevant milestones and key meetings are attended.
9. Liaise successfully with other teams within the BU, particularly technical, to manage schemes from initial identification to acquisition and beyond.
10. Select and manage consultants in the preparation of planning applications and appeals.
11. Identify suitable opportunities to meet business strategy.
12. Develop a good knowledge of the geographical area and build a network of strong relationships with key contacts.
13. Have an in-depth knowledge and clear understanding of the continually evolving planning system.
14. Deliver projects on time and in compliance with budgets.
15. Understand the importance of viability in the negotiation and delivery of development.
16. Consider placemaking and the customer throughout the planning process.
Internal Contacts: Land/Planning and Technical, Other BU functions - Legal/Sales/Commercial/Production/Finance, Strategic Land
External Contacts: Planning Officers and Members, Landowners and Property Agents, Local Stakeholders, Planning and Associated consultants, Engineers, Architects, Solicitors
Delivering Successful Outcomes: Deliver successful planning outcomes in line with timscales agreed with BU management team. Develop strong relationships with key contacts, both internal and external. Support the acquisition of suitable land on favorable terms to meet the business strategy.
Minimum Requirements:
1. Degree qualification in a relevant subject or where transferable skills can be demonstrated.
2. MRTPI or MRICS qualification.
3. Experience with another Developer/Housebuilder, Planning Consultancy, or Local Government.
4. A full driving licence.
5. Desire to build experience of land acquisition and planning management.
