Belmont Recruitment are currently looking for an experienced Head of Organisational Development and Change to join Rotherham Council on an initial 3-6 month temporary contract. This is a full-time role working 37 hours per week, Monday to Friday.
Key Responsibilities:
* Lead and manage large-scale organisational development and transformation programmes, ensuring alignment with council values and strategic goals.
* Collaborate with elected members, senior leaders, and teams to embed a high-performance culture and foster accountability.
* Develop and implement strategies for workforce planning, talent management, and succession planning.
* Drive a customer-focused approach to service delivery, ensuring flexibility and responsiveness to diverse needs.
* Oversee risk management processes, ensuring risks are identified, assessed, and mitigated effectively.
* Develop innovative policies, systems, and practices to achieve value for money and operational efficiency.
* Ensure compliance with legislative frameworks, including the Care Act 2014 and best practices in safeguarding.
* Build strong partnerships with external stakeholders, agencies, and partners to promote collaboration and shared objectives.
* Manage the service budget effectively, setting priorities and evaluating competing financial demands within tight limits.
* Promote equality, diversity, and inclusion across all organisational initiatives and practices.
* Monitor and evaluate the outcomes of change initiatives to ensure sustainable success and continuous improvement.
* Prepare and present complex reports and analyses to senior management and elected members.
What We’re Looking For:
* Proven experience leading large-scale organisational change in a complex environment.
* Strong background in policy development, corporate/strategic planning, and managing change.
* Exceptional communication, negotiation, and decision-making skills.
* CIPD qualification (essential); project management qualification (desirable).
* In-depth knowledge of local government processes and statutory frameworks.
* Experience managing budgets, resources, and risk in a dynamic environment.
