Project manage the development of capacity and flow within the Division. Be
responsible for the flow of service users through the integrated care pathway system and develop mechanisms for ensuring that the capacity available within the service is managed effectively.
The successful applicant will have extensive operational experience of Medium/Low and/or High secure referrals and an understanding of the complexities and legal challenges that may arise. The successful candidate will have experience of working with NHS Commissioners to ensure standards and compliance metrics are reported accurately and achieved, with the skills escalate in a timely and effective way.
The successful candidate will evidence sound decision-making ability, be highly responsive, flexible and able to meet the needs of secure clinical services. You will have the ability to engage key stakeholders including HMP services and the Ministry of Justice. The successful candidate will have good inter-personal skills, lead by example, and have the ability to deal with complex cases.
The successful candidate will be educated to degree level in business or health management and hold a Prince II qualification, in addition to having extensive experience of working in forensic services.

Principal Responsibilities:
Managing Capacity & Flow
1. Project manage the development of referrals, capacity and flow within the Division
2. Use of lean principles to examine process mapping an eliminate waste in system.
3. To take on additional project work related to increased capacity and flow and other projects as directed by the Division.
2. To attend the Trust Co-ordination Team meeting providing a weekly report on the activity and issues affecting capacity and flow within the Division and the strategies/mechanisms used to address this.
3. To attend the Network Panel
4. To attend ICB liaison meetings
5. In conjunction with the senior managers, establish levels of capacity within the Division.
6. Maintain a daily summary of the current levels of capacity within the Division and maintaining the service user’s database.
7. Coordinate the activities of the Divisional admissions panel, and monitor, evaluate and report activity against the standards laid down within the service’s care pathway protocol.
8. Establish the responsible commissioner for all new referrals.
9. Maintain contact with all out of area treatments and agree and formalise definitive waiting lists with the ICB’s.
10. Liaise with colleagues across the organisation to effect maximum use of bed capacity within the Division ensuring compliance with the bed occupancy standard laid down within the service specification and CQUIN targets.
11. To monitor the flow of service users through the services to enable you to monitor and contribute to the contract monitoring with Commissioners.
12. Liaise with the Clinical Governance team to address issues affecting the quality of care as part of managing capacity & flow.
13. Attend meetings with the ICB and Specialist Commissioning to provide information regarding service user activity, waiting lists, referrals and delayed discharges.
14. Be responsible for collecting and validating information, which forms part of the performance reporting system to both the Trust and Specialist Commissioning.
15. Establish positive working relationships with colleagues in similar positions across the network, and identify opportunities for, and take action to deliver service improvements.
16. Respond constructively and positively to changes in service as and when they occur, and to be instrumental in providing positive support and encouragement to others going through organisational change.
17. Development of and managing of pre-admission process within Secure Services.
20. Advise senior managers on key areas of service development in relation to CPA.
21. To work collaboratively with others to measure the effectiveness of service development against agreed criteria in relation to the CPA process and associated areas.
22. To assist in the development of the Dashboard for capacity and flow performance within the Division.
23. Work with medical and clinical managers and Clinical Audit to evaluate the efficacy of the CPA process.
