About the role
As a credible member of the Transport Management Team, you will be responsible for the safe and effective provision and maintenance of the vehicle fleet and transport workshops, ensuring that all associated legal and regulatory requirements are complied with. You will make sure the department provides safe, compliant, effective, and efficient vehicles and service and manage the resources, assets, and equipment associated with the role ensuring that all regulatory, safety, operational, and technical requirements are complied with.
Additionally, you will support operational managers by ensuring that the vehicles they use are fit for purpose and maintained safely, efficiently, and effectively. Hold responsibility on all matters concerning vehicle maintenance and the general management of the workshops within the area and the associated regulatory compliance in areas including, but not limited to Operator Licensing, PSSR, LOLER, and PUWER and driver safety and compliance.
What you’ll be responsible for
• The safety, welfare, and well-being of the Transport team
• Manage systems such as vehicle tracking, drivers' hours, MID, OCRS, and Operator Licence administration, SAP and Assure (H&S management system)
• The provision and maintenance of 1500 company vehicles in line with manufacturers’ and regulatory guidelines or adapted practices as required
• The effectiveness that the fleet provides to company-wide water and wastewater regulatory targets such as CML / Sewer Flooding / Wastewater Treatment compliance
• The safe, efficient, and effective management of the resources summarised below to meet the above objectives
• The Transport Services Business Management System
• The department provides 24/7 support to the business and manages stand-by arrangements using both direct employees and contractors
• Provide information and guidance to HGV Managers to ensure ongoing compliance with relevant legislation
The resources that this role is responsible for include:
• 29 technical staff and administrative staff
• 7 garage workshops and all associated property, asset, and equipment matters
• An annual budget of c£5m
• A fleet of c1500 vehicles including HGVs
• The management of contracts with suppliers of tyres, parts, tools, administrative services etc
• The SAP-based fleet management systems and peripheral management systems
Timescales vary from daily operational challenges, managing people and resources, to longer-term more strategic decisions that impact on cost and effectiveness as well as the nature of the fleet’s construction and regulatory compliance.
About you
* Articulate, excellent communication skills with the ability to communicate effectively with people at all levels within the business and external supply chain and client organisations.
* Sound knowledge of all relevant transport and H&S legislation.
* Good business finance and commercial knowledge.
* Experience in contract management and transport management with expert knowledge of transport regulatory frameworks and procedures (DVSA as well as relevant safety legislation including LOLER, PSSR, and PUWER regulations).
* IOSH Managing Safely and Qualified Transport Manager is desirable.

The successful candidate will be based in our Cardiff / Newport office but will travel across Wales as part of the role.
