Roles/Responsibilities:
Job Purpose:
To be responsible to the Highway Services Manager for:
Management of electrical, structural, and operational performance of the Authority's street lighting assets, illuminated traffic signs, urban traffic control network, tunnel management systems, fountains, clocks and lighting service level agreements for third parties including responsibility for the associated electrical asset inventories;
Leading and maintaining the development of street lighting asset management, and development of and standards for the Authority's Highway electrical assets;
Providing specialist expertise to the Street Lighting team to support service delivery ;
Providing specialist professional advice regarding the Authority's street lighting, illuminated traffic signs, attachments and other electrical assets managed by Street Services Division.
Engagement with and review of developer proposals in conjunction with the Council's Planning teams
Duties and Responsibilities:
As a manager within the Street Services Division, manage the performance and standards relating to the Authority's Street lighting and electrical installations, ensuring that asset inventories are accurately maintained.
Manage and direct the performance of street lighting and electrical installations including:
Provide specialist professional advice relating to Highway Maintenance & Management Service Provider and other service providers performance in respect of the Authority's street lighting and other electrical installations;
Support the management of the review of street lighting performance with the Highway Maintenance & Management Service Provider;
Provide the lead role in setting and monitoring levels of service and performance targets in relation to Street Lighting;
Review works programmes, improvements, developer proposals change and development relating to street lighting, urban traffic control, tunnel management systems and illuminated traffic signs;
To undertake energy management including;
Ownership of the Authority's unmetered and metered electrical inventories for Highways;
Verifying and approving electricity consumption and expenditure;
Managing compliance with the technical, service and legal standards and methods of working relating to the Authority's street lighting assets and powered apparatus
Longterm and strategic planning relating to the Authority's street lighting assets, illuminated traffic signs, urban traffic control network, tunnel management systems, fountains, clocks and other electrical assets;
Authorising approvals required by the Service Provider relating to electrical assets, including designs and specifications;
Identifying, responding to and ensuring response to changes in Law or Highway or Electrical Standards.
Support and motivate the Highway Infrastructure team, including facilitating specialist training, safety and development opportunities for team members to meet performance targets;
Ensure that issues related to street lighting asset management are dealt with and that local consultation is undertaken, specifically in relation to works within Conservation Areas;
Support the Highway Services Manager in ensuring compliance with requirements for:
Risk management;
Emergency planning and business continuity;
Health and Safety Planning; and
Provision of Authority information to meet CDM regulations.
Maintain a sound working knowledge of the policies and operations of the Service Provider and how these may relate to service provision
