The Business Management Team (BMT) are responsible for In Year Management, the Business Plan and Annual Budget Cycle (ABC) planning, ensuring propriety and regularity, forecasting, provision of advice, guidance and scrutiny on all expenditure requirements and proposals. The management of electronic purchasing cards and corporate governance and management of general business management policy and procedures. The post reports directly to the Deputy Business Manager and will include deputising during periods of authorised absence. This position is advertised at 37 hours per week. Job description The Business Management Support Officer is to provide business support to College Commandant and other HQ College Staff, RAF Officer Training Academy and 6 Flying Training School stakeholders through the Business Manager or Deputy Business Manager. This includes assistance with governance and assurance of business management and financial processes to ensure value for money on the procurement of good and services. The post supports the Business Management Team (BMT) as a focal point for all Electronic Purchasing Cards (ePCs), monthly audits of overtime, civilian travel and subsistence claims and travel data to ensure that policy and guidance is adhered too. Investigation into any anomalies in relation to expenditure and ensure that all financial processes are conducted in line with Air Command Policies. The primary responsibilities of the Business Support Officer are: Scrutiny and approval of CP&F requisitions in line with your delegated financial limit. Process, record and maintain registers for Basic Level Budget (BLB) spend. Extract BLB monthly transactional accounts data from the Business Reports Share-Point area, consolidating the spend for the BLB to maintain a running annual total. Investigate any queries as directed by the BMT from the analysis of the reports and record the results. Assist the business manager/deputy business manager with financial budget returns, including investigating queries with the commodity managers and key stakeholders. Assist in the maintenance and auditing of all ePCs. Act as Deputy ePC Manager processing new applications & uplifts to single and monthly limits and hold an ePC for emergency procurement as directed through the BM. Auditing of claims and monthly Defence Travel Management Information (DTMI) data. Processing of Official Hospitality and Working Function requests Act as the Business Management Teams IT Super User & undertake Local Security Officer (LSO) duties, Share-Point liaison including the housekeeping of all electronic files. Routine office management tasks as required by the RAFC Business and Finance team. Maintaining current in relevant policies, processes, and mandatory training Financial Skills Certificate (to be obtained within 6 months) Low Value Purchasing (LVP) Managers Course (to be obtained within 3 months) Person specification We are seeking an organised and motivated individual to undertake the role of Business Management Support Officer the successful candidate must be enthusiastic and willing to take on responsibility and a variety of tasks at short notice. They must be able to work independently (subject to training) and work as part of a small team. The successful candidate must have excellent excel skills and good all round working knowledge of Office 365.
