About the Role
We are seeking a dedicated and skilled Financial Systems & Projects Lead to join our team. In this role, you will collaborate closely with service leads to build effective relationships and ensure that our financial systems meet their needs. As a technical lead for Financial Systems, you will lead on complex development, systems design, testing, and implementation, as well as delivering enterprise business solutions and sustainable business processes using the latest technologies across our Pension, HR, Payroll, Income and Finance ERP systems.
Role Purpose:
The Financial Systems & Projects Lead plays a crucial role in ensuring the effective operation and continuous improvement of the council’s financial systems. This position is pivotal in maintaining the integrity, reliability, and performance of key financial applications, supporting the council’s business finance and pension services. The role involves providing expert technical support, driving system enhancements, and collaborating with various stakeholders to implement innovative solutions that align with the council’s strategic objectives. By leveraging your technical expertise and problem-solving skills, you will contribute to the seamless integration and functionality of our financial systems, ultimately supporting the council’s mission to deliver efficient and effective public services.
Key Responsibilities:
* Develop, configure, implement, and maintain a range of Financial Systems / Applications.
* Lead in the creation of system designs and functional specifications for all new development projects to ensure solutions fully align with business needs and improve our Financial Systems / Applications. This includes analysing complex business requirements, identifying and recommending new systems and functionality options, and developing proposals for applications and systems.
* Work alongside the Financial Systems Manager & Operations Manager to formulate team objectives, policies, and plans, ensuring effective performance output from the team which aid in the achievement of the Council’s objectives, whilst aligning with financial goals.
* Collaborate with project teams and colleagues to develop sustainable solutions aligned with the technology roadmap.
* Implement system upgrades, perform maintenance, and remedial actions to enhance Financial Systems.
* Communicate technical information effectively to non-technical colleagues and stakeholders.
* Conduct application software testing to ensure functionality and fitness for purpose.
* Monitor, identify, and correct application issues to ensure business continuity.
* Identify and evaluate new, innovative, and emerging technologies to maximise service delivery.
* Build and maintain effective relationships with technical support and account representatives at third party providers, so that the right information and support is obtained that enables successful application development work.
* Provide technical senior support for Financial Systems, ensuring seamless operation and user experience. Ensuring change processes, housekeeping and audits are performed regularly to maintain system integrity.
Required Qualifications and Experience:
* Degree in a relevant ICT subject or equivalent Financial Systems experience.
* Experience of managing business critical applications/systems.
* Strong ability to communicate and persuade others regarding technical solutions to business requirements.
* Significant experience of planning and delivering a range of development activity including identifying new functionalities and system improvements.
* Experience of providing guidance and supervision on complex matters to more junior colleagues.
* Ability to inform and persuade others around technical solutions to business requirements.
* Ability to manage tasks and be successful within a project environment with competing priorities and timescales.
Desirable Qualifications and Experience:
* A professional qualification relating to Pensions / Finance / HR / Payroll
* Experience working with Pensions Systems preferably Altair Pension Administration Software.
* Experience working with Financial Management software preferably Unit4 ERP
* Experience working with HR & Payroll Systems preferably MHR iTrent
* Experience working with Civica Income Management System.
* Understanding of statutory regulations surrounding pension, HR/Payroll legislation, financial regulations, taxation or of income management within a council environment
