The Highways Asset Management Service is responsible for ensuring that Lancashire County Council meets its statutory duty as a highway's authority through strategic management of over 7,500 kilometres of vehicular highway network, containing 152,000 streetlights, 15,000 illuminated signs/bollards, over 2000 bridges and other structures, together with many other highway assets.
The Role & Responsibilities
We are seeking a dynamic and organised Asset Technical Officer, who will support the Asset Management Performance and Information team and contribute to our organisation's success. This is an exciting opportunity to join us in Lancashire, as we continue to develop and deliver our diverse asset management programme and move forward with exciting and innovative initiatives. The work contributes towards the wider Highways Asset Management service, and underpins other work completed throughout the Highways business area.
* The Asset Technical Support Officer would report to the Asset Technical Officer (Asset Register & Street Lighting) and would support on the co-ordination and completion of administrative and reporting work required to support 2 distinct workstreams within the Asset Management team:
* Asset Register
* Street Lighting
* The Asset Technical Support Officer would be expected to demonstrate a high level of skill in relation to Microsoft packages e.g. Word, Excel, Powerpoint etc, including being comfortable using analytical techniques such as pivot tables, graphs and formulas.
* The Asset Technical Support Officer should also be able to demonstrate the ability to master new systems such as the Highways Asset Management System (HAMS) to assist in the maintenance of the Asset Register, which would include the management of electronic records.
* The Asset Technical Support Officer would be instrumental in supporting the management of both the overall Asset Register and the Streetlighting asset function in terms of inventory information, and for the collation and submission of annual energy invoicing. This would also include the processing and monitoring of ad-hoc Streetlighting related work.
* The Asset Technical Support Officer will need to be resilient and flexible and be able to support the provision of resilience across the Asset Management and Streetlighting functions, by completing shadowing exercises with other members of staff.
* While experience and knowledge within the Highways business area would be an advantage, candidates with appropriate transferable skills would also be welcomed and considered.
