The VDOT Bristol District is excited to offer an opportunity for a Construction Manager to join our team. This position is ideal for an experienced individual who will work alongside the Area Construction Engineer to guide and direct the operations of the Bristol District’s Construction program.
Position Responsibilities and Duties:
1. Provide management oversight and administration throughout all phases of roadway construction, maintenance projects, and transportation facility operations to ensure successful project delivery.
2. Manage projects of moderate to considerable complexity, ensuring they are completed on time, within budget, and meet high standards for quality and environmental compliance.
3. Oversee project management, cost management, time management, quality management, contract administration, and safety/risk management.
4. Review and interpret plans, specifications, and contract documents throughout the project development phases, including both design and construction.
5. Proactively resolve issues and avoid claims during the construction process.
6. Monitor project scope, schedule, and budget, preparing cost estimates as needed.
7. Analyze and process change orders, prepare project-related correspondence, and supervise inspection personnel.
8. Review project documentation, ensuring certification of project records and material testing results.
9. Ensure compliance with environmental, safety, and quality standards, and coordinate utility requirements throughout construction.
10. Provide project oversight, technical support, advice, and contractor performance evaluations.
11. Mentor and train inspection staff, ensuring technical development and support on-site.
12. Ensure sufficient inspection coverage and accurate documentation of all project construction activities.
13. Maintain the Construction Engineering Inspection (CEI) budget and staffing plans.
14. Lead construction progress meetings to resolve issues and facilitate coordination among stakeholders, addressing both technical and citizen concerns.
15. Actively participate in constructability and biddability reviews during the design phase.
16. Reconcile pay quantities with contractors and ensure all project communication and decisions align with Department policies, procedures, and contract documents.

Minimum Qualifications
• Proven ability to manage construction activities on a wide variety of roadway, structure and bridge construction projects.
• Knowledge of federal, state and local transportation rules, regulations and policies.
• Skill in the use of computers and software applications to include AASHTOWare Project (AWP) or project management software.
• Knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements, and DBE, EO and CR guidelines, rules and regulations.
• Valid driver's license.
• Ability to communicate effectively verbally and in writing with contractors, political entities and general public.
• Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions and specifications).
• Safety shoes required.
• Possession of or ability to obtain required certifications within 12 months of employment.
• Knowledge of strategic, managerial, operational, human resource, supervisory, administrative and financial management principles, practices and techniques.
• Considerable knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment.

• A combination of training, experience, or education in Civil Engineering, Construction Management, or related field desired.

• Experience in engineering or surveying related to construction and inspection requirements on highways and structures. Experience supervising and training others. Experience with VDOT contract specifications desired.
• Radiation Safety USDOT HAZMAT Certification (Nuclear Gauge)
• Professional Engineer's license or Certified Construction Manager (CCM) certification.

• Guard Rail Installer Training (GRIT)
