As the Competition Policy Manager, you will support the introduction of a major new competitive process to enable new parties to design, build and own transmission assets. Primarily, the role will involve understanding policy matters related to all forms of competition, initially focusing on early competition related to network transmission infrastructure. You will also need to work with experts from external consultants, specializing in particular elements of the process, and with the existing transmission and distribution network owners.
This role can be based in Warwick or Wokingham, and we continue to offer hybrid working from office and home.
Key accountabilities
Competition Policy:
* Being an advocate for competition and the subject matter expert for NESO on competition.
* Understanding Ofgem’s policies, particularly regarding early competition Offshore.
* Understanding the current model of early competition for onshore network transmission and leading discussions on potential other forms of competition.
* Helping set the strategic direction on the overall use of competition onshore beyond launching the first competition.
On a day-to-day basis:
* Helping the project team and internal teams to understand and interpret policy related to competition.
* Influencing and reviewing competition policy for transmission infrastructure.
* Assisting in managing external consultants for specific work related to planning or development.
* Engaging with existing transmission and distribution network owners.
* Engaging with external stakeholders to understand their requirements and communicate NESO’s position.
* Working closely with Ofgem and government to ensure NESO meets their needs.
* Advising on how NESO could further grow its capabilities in this field.
* Considering policy requirements on the transitional Centralised Strategic Network Plan (CSNP) 2 Refresh.
* Being proactive in reviewing the codes for further changes.
* Considering the impact on CATOs of any new code changes.
* Developing change control processes that align with the enduring process.
* May include managing staff in due course.
About you
We’re looking for someone who has the following attributes:
* Passionate about introducing competition for energy infrastructure projects.
* Experience of codes and their application in relation to transmission.
* An understanding of code obligations that can be explained to prospective bidders.
* Effective communication skills to influence and engage with Ofgem and government.
* An enquiring mind to learn from international competition experiences.
About what you'll get
A competitive salary between £65,000 - £70,000pa – dependent on experience and capability.
