Our client provides mechanical and electrical (M and E) maintenance services as well as a variety of small and medium project works for the Parliamentary Estate and the London area.
The Projects teams generally deliver high volume low value works from GBP 5k to GBP 3m respectively. The Agile Works is primarily through a measured term contract utilising the PSA schedule of Rates and the Projects Team works are delivered via NEC3 or 4 or JCT fixed price.
An experienced QS with strong commercial skills is required to support the Agile Works and Projects teams at key stages so accurate cost and contract advice is provided. Along with the management responsibility for a team of Quantity Surveyors, Assistant and Trainee Quantity Surveyors.
The QS role is key to the company's future development and success in delivering a continuous flow of new business and identifying future opportunities in both competitive tendering and D and B projects.
This role will involve managing cost and commercial aspects of a variety of projects and task orders issued against the service contract. The successful candidate will utilise a mixture of fixed price quotations and the selected schedule of rates (SOR) to put together estimates. Use quantity surveying/measure software to produce final accounts for issuing to our client. Duties will also include management of the WIP for the projects team, assisting in the production estimates and meeting the client QS and auditor to resolve queries and agree accounts for invoicing.
Main Responsibilities:
Preparation of pre:tender estimates / cost planning
Taking a lead role in interfacing with the client and other consultants Pre and Post tender
Compilation of tender packs including managing queries from tendering contractors
Review of tender returns and cost alignment ensuring compliance with tender documentation including preparation of contract recommendation reports
Completion and updating of NEC3 activity schedules
Carry out take offs and site measurement for material procurement and final accounts
Check and approval of all MTC pre:measures and final accounts
Letting of subcontract package works including preparation of subcontract agreements
Negotiation with supply chain to ensure best value (Suppliers and Subcontractors)
Undertake direct procurement of major plant and equipment where beneficial to the business
Review procurement strategy and identify key areas where additional margin can be achieved by negotiating with the supply chain to package multiple projects together, offer improved payment terms, negotiate rebate structure based on turnover etc.
Contract administration i.e. Sub:contract appointments, valuations, change control, invoicing, final accounts etc.
Monthly cost reporting i.e. Profit and loss, cash flow forecasts etc.
Preparation of monthly project contract reviews
Preparation of monthly management accounts information
Preparation and submission of interim valuations and variations
Resolution of Contractor disputes
Develop database of outturn costs on completed projects to enable future works to be cost planned quicker and more accurately
Develop a real cost database to assist the preparation of initial cost estimates.
Structured training of the project teams to develop cost management skills and operation of the various client contracts.
Develop operating tools to improve operation of the MTC
Build and maintain effective working relationships with project teams and colleagues to maximise success of project delivery for Parliament
Learning and developing new NAV cost control system
Manage team of Quantity Surveyor, Assistant and Trainees
