A new opportunity has arisen to join the Healthcare Associated Infection, Antimicrobial Resistance and Prescribing Programme (HARP) of Public Health Wales to lead the effective operational delivery of this all Wales programme.
The HARP programme is focused on reducing the burden of healthcare associated infections and antimicrobial resistance, through collection and feedback of surveillance data; antimicrobial stewardship and Infection Prevention and Control (IPC).
Main duties of the job
The Operations Manager will be a member of the HARP senior management team and as such will provide leadership and direction to the operational staff and co-ordinate the work of the programme. We are seeking an enthusiastic, innovative individual to join our team as soon as possible to take forward this important work.

Job responsibilities
Key areas of delivery are:
1. Responsible for the delivery of a high-quality programme of work to reduce Antimicrobial Resistance and Healthcare Associated Infections through the management and deployment of the HARP programme resources within a defined budget.
2. Responsible for providing services within the agreed financial resources and achieve all financial targets, including cost efficiency savings ensuring maximum value in terms of clinical and cost effectiveness.
3. Achieve an agreed set of performance targets for the HARP programme and implementation plan for the National Action Plans to deliver the UK AMR Strategy in Wales.
4. To work effectively within a multidisciplinary setting, holding self and colleagues to account appropriately and demonstrating personal commitment to integrated managerial leadership.
5. Participate in the development and implementation of the HARP programme work plan, annual operational plan and Integrated Medium-Term Plan (IMTP).
6. Contribute to the planning and delivery of service objectives, managing specific change projects as required, ensuring the service is participant focused, consistent, meets the agreed quality standards and is cost effective.
7. Respond to Serious Untoward Incidents, complaints and communications, ensuring timely and thorough investigation, effective communication of recommendations, closely monitoring actions to ensure they are fully implemented and ensure learning from incidences, near misses and complaints are implemented.
8. Identify risk and take corrective action in line with the Trusts governance framework.
9. To promote and display via personal actions support for the Trusts key policies on Dignity at Work and Equality and Diversity.
10. Deputise for the Programme SRO and Senior Leads as required.

Qualifications
* Educated to degree level with a relevant qualification or equivalent experience
* Post graduate masters qualification or equivalent level of experience and proven ability to perform at this level
Experience
* Involvement in delivery of complex programme management working with a diverse range of stakeholder in complex public sector environments
* An excellent track record of managing change effectively
* Experience of modernising services without additional resources
* Experience of developing and maintaining effective partnerships with stakeholders in the redesign or improvement of services
* Experience of project management and service planning
* Experience of and demonstrable achievement in managing a health service
* Experience of producing reports and briefings for executives and senior managers
* Knowledge of NHS Wales planning framework
