We are currently recruiting a Senior Cost Manager – Defence Procurement to join our Scotland Infrastructure division. This is an exciting opportunity to work in Major Programme and Project Delivery to deliver a variety of infrastructure and property related projects.
As a Senior Cost Manager within the business, you will be responsible for delivering a range of pre and post contact commercial and procurement activities within the delivery of the programme. As an integral part of the programme team, you will have the opportunity to develop your skillset both operationally and technically. Job Objectives:
1. Lead and manage the creation and development of commercial, contracting and delivery strategies that drive/deliver optimal value.
2. Lead and manage the procurement process including the tendering of large, complex Work Packages, Work Sections and Time Charge Orders.
3. Develop and maintain the competitive and direct award procurement processes including setting evaluation and scoring criteria and executing the process in a compliant, value for money manner.
4. Liaise with legal and insurance specialists to ensure client requirements are correctly interpreted and incorporated within Framework contracts.
5. Lead the delivery of post contract services to include periodic performance reporting, payment, change management and final accounts.
6. Lead the management of the contract to maintain productive working relationships with industry partners and suppliers, monitoring performance in terms of quality, time, cost and reliability.
7. Identify risks and issues on an initial and ongoing basis. Assess the probabilities and impacts of the risks and develop suitable response plans. Implement responses to risks within the limits of own responsibility, and address any implications for the future, implementing the change control process where relevant.
8. Participate in, and generate evidence for, project assurance and gateway reviews at key stages to evaluate progress, compliance, and probability of delivery to provide confidence to senior management, customers, and key stakeholders.
9. Lead and manage the commercial team in line with a High Performing Team ethos.
10. Monitor and manage the performance of contracts and supply chain in terms of the quality, time and reliability of goods and/or services against agreed contractual obligations.
11. Provide stakeholders with clear, timely and relevant information in accordance with the communications plan, using appropriate communication methods. Actively seek and assess information and feedback from stakeholders that may impact on the project.
Previous experience or a sound and suitable understanding of the following will be a distinct advantage in applying for this role:
1. Degree qualified (or equivalent) in a relevant subject.
2. Previous experience in complex/high risk industries e.g. Oil & Gas, Civil Nuclear, Railways, Aviation or Nuclear Defence.
3. It is essential that individuals are sole UK national, as SC Clearance must be gained, currently held for this role.
4. NEC4 contract management experience is essential, and accreditation is desired.
5. Sound commercial knowledge, ability to shape procurements to ensure best value and equitable risk share and post contract manage those packages in the spirit of the NEC including management of change and stakeholder management.
6. Experience of managing projects in complex live operational environments.
7. Experience of working within a collaborative environment.
8. Ideally hold or be working towards an appropriate professional body membership or equivalent.
