National Gas Transmission (NGT) has an exciting and important role in net zero and in leading a fair energy transition for the UK. We will do this by developing the green gas system of tomorrow, while delivering the natural gas needs of today.
As our new Land Rights lead you will develop, manage and lead a team of Land Officers and supply chain partners, using your technical ability in land rights, land assembly and project management to deliver a high quality service route to secure the required rights for NGT NetZero Projects.
Job Purpose
As part of our net zero transition we are developing our Project Union programme to create a hydrogen backbone across the UK, circa 2,500km of pipeline infrastructure.
Your Role
* Manage the process to secure land access and associated rights for construction and work with the wider team disciplines such as engineering, consents, planning, legal, environmental and stakeholder management to secure consent and maintain compliance post award.
* Provide excellent technical Land Rights strategy guidance and support, reporting directly to the Project Director, Senior Management team, and disciplinary leads.
* Manage the DCO TCP(S)A process and associated lands workstreams for obtaining planning consents and rights for projects.
* Build and maintain relationships with landowners, tenants, and key stakeholders, ensuring clear communication throughout the negotiation process.
* Manage the Compulsory Purchase Order (CPO) process, or other processes triggered by our work.
* Manage land rights agencies and legal teams related to the project consenting process, including the proactive management of resourcing and finances.
* Give evidence as an expert witness at DCO hearings, public inquiries, Land Tribunals etc. and coach and mentor other Land Officers to give evidence.
About You
* Highly motivated individual with an excellent in-depth knowledge of the UK land rights, as well as practical experience of successfully delivering consents and related assessments on complex infrastructure schemes.
* Experience in the execution of land rights and land acquisition activities in support of DCO/TCP(S)A/Permitted Devt for major and complex multi-site projects and to programme, cost and specification.
* Proven track record of working on Nationally Significant Infrastructure Projects, ideally with experience across all stages of the project lifecycle from option development through to on site delivery. You will understand the differing challenges each project phase can bring and how to overcome them.
* Excellent communication skills and have experience of working with a range of key consenting stakeholders, building strong and effective relationships to support successful resolution of challenges.
* Proven ability to negotiate with a wide range of external stakeholders from individual members of the public, landowners, commercial establishments, contractors, developers. Managing often conflicting objectives.
* Strong Project Management skills, specifically in relation to time, scope, procurement and managing Lands, Legal resources.
* Experienced in managing complex programmes and project budgets. Always willing to challenge ways of working, you’ll enjoy seeking and delivering efficiencies to reduce project consenting costs.
