A rare opportunity within the clinical strategic sourcing team at Cambridge University Hospitals has become available.
We are looking for motivated, self-starting, resourceful individuals keen to join a growing Procurement and Supply Chain organisation to deliver value through the execution and delivery of strategic business intelligence, procurement, and category management.
As a Purchasing Manager, you will report to the Senior Purchasing Manager and have responsibility for the delivery and implementation of strategic contracts on the system from opportunity analysis through to award, comparing costs, quality, and service to secure the best value for the Trust. You will be in charge of the system side of strategic sourcing and interact with all Purchasing Managers.
Initially, you will focus on a strategic sourcing project of the contract database involving all clinical services, although the portfolio will evolve.
Main duties of the job
* Implement the Procurement and Supply Chain Strategy of the Trust and conduct procurement activity to meet the objectives and targets as agreed with the Senior Procurement Manager.
* Provide a service to the Trust that promotes procurement best practices, offers practical advice and assistance on both routine and strategic contracting strategy, and ensures compliance with the Trust’s Standing Orders, Standing Financial Instructions, and EU/UK Procurement Directives.
* In conjunction with the Senior Procurement Manager, devise and regularly review the Strategic Sourcing Strategy.
* Deputise for the Senior Procurement Manager during periods of leave by managing tender de-briefs and ensuring that tendering projects remain on schedule.
* Identify opportunities for cost savings and reductions in supply chain inefficiency across the Trust by challenging existing practices and initiating change management programs.
* Seek new sources of supply, benchmarking, and whole-life costing to ensure that purchasing remains cost-effective.

Person specification
Qualifications
* Degree, Professional Procurement Qualification (CIPS), NVQ Level 4 or equivalent experience
* MBA, higher degree or equivalent experience
Experience
* Commercially astute with a track record of delivery of sizeable benefits.
* Understanding and experience of applying principles of strategic sourcing, category management, supplier relationship management, and total cost of ownership.
* Experience of balancing service needs in line with organisational objectives.
* Demonstrable innovation and proven success in the management of a sourcing team.
* Experience of managing complex change within an organisation.
Knowledge
* Demonstrable knowledge of strategic sourcing and category management in private and/or public sector across multiple high spend categories.
* Demonstrable subject matter expertise in a range of high value spend categories.
* Comprehensive knowledge of Strategic Sourcing, Category Management, Supplier Relationship Management, and Total Cost of Ownership practices.
* Knowledge of supplier relationship management programmes, e-sourcing tools, and techniques.
* Knowledge and experience of managing business partnering and supplier service level agreements.
Skills
* Manage relationships to enable effective partnering with senior stakeholders, internal customers, and suppliers.
* Lead and manage team in execution and delivery of sourcing and supply chain projects.
