Job Purpose
You will collect, analyse and manage information to ensure that water quality discharge permits are appropriate for business needs. This is a key service to the business ensuring that United Utilities (UU) has the permits required under the law to undertake its operational activities, such as discharging treated and storm flows to watercourse.
You will ensure that invoices received to pay for UU's permitting activities are accurate in terms of legal and financial information, and manage payments to the EA. You will also provide advice and guidance to the wider business on environment regulation matters; providing expert advice on EA policy, consultations and other guidance. This includes supporting the development of the need and scope of regulatory commitments and supporting the Operational Project and Programme Sponsors in developing projects which deliver against these regulatory commitments.
Job Accountabilities
* Ensure the business operates legitimately by negotiating, obtaining, administering and managing water quality discharge permits within the legal regulatory framework through engagement with internal and external stakeholders and regulators.
* Carry out impact assessments and advise the business on how changes in flow and load may affect discharge permit requirements.
* Proactively manage discharge permits, submit applications and meet statutory requirements including providing supporting documentation in line with EA’s guidance.
* Develop and track regulatory commitments and permit delivery – Lead the development, tracking and reporting of regulatory commitments, maintain effective communications with the EA, and make influential recommendations to ensure regulatory requirements are met for capital schemes.
* Monitor costs and provide budgetary information associated with EA permit costs, provide information on annual budgetary requirements/changes and maintain business processes to ensure accurate and complete information collection.
* Represent United Utilities on sector wide working groups to understand how changing legislative requirements may affect our permitting needs.
Knowledge and Skills
To be considered for this role you will need a degree or post graduate qualification in a relevant discipline together with excellent understanding of Environmental Permitting Regulations, Urban Wastewater Treatment Directive, Water Framework Directive and Flow requirements.
You will also have:
* Good understanding of Wastewater assets specifically focused on the environmental regulation of these assets. Understanding of water, bioresource and energy assets is also an advantage.
* Programme planning or management experience.
* Excellent communication, influencing and negotiating skills, which can be applied when working with external stakeholders (such as the EA, Natural England and other WaSCs) to influence discussions regarding potential changes to permitting procedures and guidance.
* Excellent knowledge of SharePoint, Excel and other relevant computer systems to enable manipulation of data to aid reporting.
* Excellent planning and organisational skills to ensure that work is prioritised and managed through to completion in line with the permit delivery plan and business needs.
* An understanding of finance procedures.
* Operational experience is an advantage.
* Chartered or working towards chartership (CIWEM, CIWM, or equivalent)
