As an Operations Standards Manager at HS2 you will lead on the scoping, development, production and assurance of the operational standards materials for the HS2 organisation that will ensure that HS2 has assured instructions, procedures and standards in place to undertake operational activities safely, effectively and in compliance with all legal and industry requirements as an integral component of the organisational Safety Management System. About the role: Lead the development of the suite of HS2 IM Operational Standards, including the operations and control manual, single duty holder supplementary instructional material and all associated processes and procedures. Lead cross functional teams of stakeholders in content development and assurance to compliance with CSM-RA, ROGS, Railways Interoperability Regulations and other applicable legislation and regulatory requirements. Assess the range of rail industry standards for applicability to the HS2 operational railway, including Railway Group and Industry Standards, Codes of Practice, Guidance notes and British Standards and undertake supporting activities to determine requirements. Manage the cross functional development of sub-system operational instructions undertaking quality management of content to ensure terminology and content is consistent with the wider suite of operational standards. Manage the programme for development of all standards and processes related to station operation ensuring consistency across all operational material, quality management and completeness of the suite of Documentation Identify and implement assurance requirements for operational standards content to ensure compliance with applicable legislation, in particular CSM-RA, leading, and liaising with others on the undertaking of operational hazard identification, risk assessment, systems safety requirements and other related activities to achieve this. Provide expertise and input into the development of training for organisation through provision of direction, review, support and advice into training development and delivery Lead from an Operational Standards perspective the engagement with suppliers and integration and systems safety teams to ensure the development of operational standards and sub-system functionality and design are aligned to optimise safety, operability and performance. Act for HS2 in liaison with internal and external stakeholders and other rail industry bodies such as the ORR, RSSB and RAIB, to ensure HS2 interests are represented at industry bodies and in the development of standards, legislation and other industry processes. Knowledge: Knowledge of all relevant standards governing safe operation of a mainline railway and how these are captured within operations standards and communicated to end-users. Legislative and regulatory requirements applicable to the safe operation of the revenue service railway including CSM, ROGS, Railway Interoperability Regulations and the Management of Health & Safety at Work Regulations. The functional structure of rail networks, individual and collective accountabilities and responsibilities of duty holders and an understanding of railway operations for both mainline and non-mainline railways. Assurance methods and their application including hazard identification and mitigation, identifying and assessing potential risks, hazards and impacts associated with specific environments and their mitigating factors. Knowledge of the major project lifecycle and how different elements of a programme are managed to successful delivery. The application of project and programme management techniques. • NEBOSH General Certificate or equivalent qualification Type of experience: Technical authorship and production of well-structured management plans, policies, standards and processes utilising office software such as MS Word, MS Excel, MS Visio, SharePoint and others. Experience of development and application of standards for an operational railway in project development phases and the passenger carrying railway. Project Management, both in an individual capacity and as part of a wider programme delivery. Quality management, risk assessment, hazard identification and mitigation and risk control. Engagement, consultation and negotiation with internal and external stakeholders at all levels of seniority to deliver time critical materials.
