Planner (Environment & Consents Specialist) Location: Southampton Reports to: Consents & Environment Lead Salary: £35,000 - £45,000 per annum Purpose Capstone have partnered with one of the UKs largest transport operators with over 50 sites across England, Scotland and Wales. Contributing nearly £10 billion to the UK economy every year and with an estate in excess of 5,000 hectares. They are looking to resource a highly diligent Consents and Environment Specialist, responsible for collaborating with the Planning and Consenting Lead on the delivery of major projects. This may include supporting multiple projects under development or a specific project under execution. The Planner will contribute to the team’s internal expertise, enabling the efficient and successful delivery of a strong pipeline of projects that span the land and marine planning regimes. Accountabilities Support the Consent and Environment Lead in the delivery of key consenting work packages. Confirm consent requirements and the approach to securing these with the Consent and Environment Lead, stakeholders, and regulators. Manage the planning and consenting workstream on specific projects; this may include supporting multiple projects under development or a specific project under execution. Work with regional teams and consultant/contractor teams to identify relevant environmental, marine, and planning consents required for potential developments. Assist the Planning and Consents Lead with the management and delivery of multiple and/or multi-disciplinary consent applications spanning the terrestrial and marine planning regimes. Advise on planning and marine licence application requirements and oversee environmental assessment requirements. Maintain survey registers, engage consultants, and critically review the outputs. Support with programme, cost plan, and risk updates in relation to the planning and consent workstream. Coordinate external consultant teams to ensure consent applications and Environmental Impact Assessments have a robust and appropriately defined envelope. Represent major projects in stakeholder consultations, ensuring feedback is recorded and actioned where appropriate. Manage the production of high-quality documents for submission to the determining authorities. For projects where consent has been secured, ensure organisation is compliant with consent conditions as the project progresses into the delivery phase. Skills, Experiences, Qualifications, and Competencies Essential: Educated to degree level. Membership of RTPI or working towards chartership. Demonstrable experience working on multi-disciplinary consent applications on infrastructure projects. Experience coordinating multi-disciplinary internal and external teams. Understanding of and ability to manage/review the EIA process (including scoping and screening). A good technical understanding of project environmental requirements with the ability to clearly communicate key requirements, risks, and opportunities at a non-technical level. Understanding how consent and design processes interact, with experience integrating consent requirements into design solutions. Excellent communicator with strong interpersonal and presentation skills. Experience working with a range of clients, stakeholders, and project teams. Ability to assist in leading a team of multi-disciplinary consultants to produce high-quality deliverables. Be conversant in project planning and delivery. Driving license. Ideal: Environmental / Town Planning degree. Experience working as part of a multi-disciplinary consent team. Experience working within the shipping/port industry or related industry. Experience working on Developments of National Significance or Nationally Significant Infrastructure Projects. Relevant professional qualification/professional body membership.
