3 months contract with a Local Authority Job Summary: · Journeys and Places is a service area within Planning and Growth. The team deliver a challenging and at times controversial change programme that enables and encourages people to make sustainable daily journeys for themselves and for our planet. · The Journeys and Places Team is actively involved a range of schemes across the borough to deliver a connected network of walking and cycling routes, low traffic neighbourhoods, school street and town centre enhancements. · We have an opportunity in the Design and Construction Pillar for an Engineer that will deliver the design and construction of new schemes. You will be responsible for delivering a range of projects from inception to completion through the application of specialist skills. · This will include inspections and surveys, feasibility and options studies, project management and financial control, design, site supervision and contract management. · You will provide expert advice on all aspects of environmental and civil engineering design, highway maintenance and asset management issues relating to the authority’s own work as well as for commissions from other clients, who may be internal or external to the Council. Key Duties/Accountabilities · A key aspect of this post will be to deliver complex projects or work programmes simultaneously, ensuring effective budgetary control of individual schemes. · Be responsible for the delivery of a range of complex schemes and other associated civil engineering projects, from inception to completion. This will involve developing proposals and programmes, planning, designing, programming and managing construction work. · Be responsible for the supervision of contractors to ensure that they are appropriately performance managed in accordance with the Conditions of Contract and that the quality of workmanship is in accordance with the specification. Ensure the maintenance of adequate records, accurate valuations and contractual payments to ensure that works contracts are effectively managed and administered. · To develop collaborative working relationships with suppliers, contractors and other relevant organisations to maximize the opportunity for innovative and sustainable solutions. · Be responsible for acceptance of works delivered by contractors, maintaining a high level of quality output and ensuring that the programme design standards are adhered to throughout the construction process. · Work collaboratively with Project Managers to ensure a deliverable design and construction programme. · Ensure that the work of the team complies with the Construction (Design & Management) Regulations 2015 and other relevant legislation. · Ensure necessary approvals are in place to conduct works, alongside provision of effective traffic management plans, including appropriate liaison with the emergency services, Transport for London and a range of other external agencies. Essential Experience Required: · Experience in managing and constructing highway and active travel improvement schemes is essential. Essential Qualification Required: · An HNC/BSc/BEng in civil engineering or other relevant and equivalent qualification (or to be able to demonstrate an equivalent level of knowledge and expertise) is essential.
