Job Summary
To provide highway engineering and maintenance expertise, manage, plan and deliver annual programmes of work, including carriageway resurfacing, footway reconstruction, structural drainage and surface treatment schemes within the Planned Maintenance Team.
All works undertaken are maintenance and delivered on the Local Road Network, it is therefore essential to have experience in working on evolved roads and the potential challenges this can bring.
Main Responsibilities
Design & Implementation
1. Using asset management principles assist with the identification of proposed schemes then implement engineering solutions through a robust design process to enable efficient delivery
2. To provide technical support throughout the design and construction process.
Programme Management
3. To plan and programme resources for the design and implementation of annual programmes of planned maintenance works.
4. To establish agreed solutions with interested parties, which meet engineering and environmental considerations and provide project management throughout the construction period.
5. To manage, monitor and control progress to achieve completion to recognised County Council standards, policies and procedures within time and budget constraints.
Financial Control
6. To prepare estimates and raise task orders for planned maintenance schemes, monitor and review individual scheme and programme budgets and agree final accounts for authorisation.
Communications
7. To liaise as appropriate with contractors, district, parish and town councils, Highway depot engineers, other departments, public utility companies, National Highways, external consultants and the general public, verbally, and by written advice
8. To occasionally represent the County Council at public meetings, carry out consultations on programme proposals and advise elected members as necessary.
9. Liaise with Corporate Communications to assist with media enquiries.
10. To prepare reports and present evidence at Court, as required.
Training
11. To maintain personal technical and managerial expertise in new methods and technology. To encourage engineers and technicians to pursue personal development through effective supervision and allocation of work.

12. Maintain an awareness of Hampshire County Council's corporate and directorship policies and procedures including those relating to equalities and health and safety and apply them in day-to-day requirements of the role.
